Haryana framed policy for Planned Development of Low Density colonies

Chandigarh June 4 – Haryana Government has framed a policy for Planned Development of Low Density Eco-Friendly Colonies to discourage development of farmhouses in a sporadic manner in the agricultural zone.

While stating this here today, a spokesman of the Town and Country Development Department said that the aim of the policy is to promote Planned Development of Low Density Eco-Friendly colonies with a focus on eco-friendly design principles. The focus of such colonies or townships would be incorporating the latest know-how of ecological sensitive design norms.

The spokesman said that according to the locational norms, Grant of licence for establishment of Low Density Eco-friendly colony would be considered in the Agriculture Zone of Development Plans at a minimum aerial distance of 500m from the existing urbanisable limit. No such Low Density Eco-friendly colony would be allowed in the Blocks notified by the Central Ground Water Board from time to time imposing restrictions on withdrawal of ground water. The site should be in a compact block and no such Low Density Eco-friendly colony would be permitted in the area falling in 500m setback of any National Highway, he added.

          He said that minimum area requirement for establishment of such colony would be 100 acres. There would be no upper cap on the area. However, no additional licences in continuation of a licence already granted for such colonies would be allowed unless the applicant has another chunk of at least 100 acres for which additional licence application can be submitted. He said that the as per the Access Parameters; no internal road in the colony would be of less than 12m width. Farming Plots provided in such colony would be accessible through at least 12m wide road. He said that the plot size permitted in such colony would range from 1 acre to 2.5 acres. The site should be accessible from a minimum 18 m wide existing road, he added.

 

He said that under this policy, the grant of Change of Land Use (CLU) permission for farmhouses would be discontinued in the Hyper and High Potential Zones. The prevailing norms for grant of CLU permission for Farmhouses would continue in the Medium and Low Potential Zones as in these zones would be much less potential for development of Low Density Eco-friendly colonies.

The spokesman said that ecologically sensitive norms and parameters would be mandatory for Low Density Eco-Friendly Colonies which included installation of solar farms aiming for meeting energy requirements of the colony through solar energy, provision for integrated facility for storage, purification, distribution and recycling of storm-water aiming for no external source of water supply, minimum ground water extraction and zero run-off,  provision for Sewage Treatment Plant along with recycling and independent distribution system for separately fulfilling the farming, flushing and domestic water requirements would have to be provided, installation of a bio-gas plant aimed at fulfilling requirements for cooking gas and a compost plant for utilizing and recycling of all bio-degradable waste and restriction on the residential density of the colony to a maximum of 25 persons per acre. It would also have provision of cycle tracks, etc and mandatory farming including floriculture and horticulture activity to be carried out on each plot, failing which penalty would be imposed. Installation of Micro-irrigation facility for irrigation purposes would be compulsory in these colonies, mandatory planting of at least 20 trees of indigenous variety along the edge of each plot and mandatory on-site or on-plot provision for meeting the housing needs of service personnel or labour of each plot located in such colonies.   

He said that the main building of the dwelling unit would have 12m height and three storey construction permitted whereas the ancillary building of main dwelling unit would have to be four meters in height and single storey. He said that basement would be permitted to the maximum extent of building footprint but in the basement water closet and bathroom would not be permitted. A uniform building line would be maintained across all farming plots and the zoned area for construction, which would accordingly be fixed in the zoning plan.

          Barbed wire fencing or hedges would demarcate the individual plots, preferably. However, boundary walls would also be allowed. No swimming pool  would be allowed on any of the plots and no commercial exploitation of the sites, that is usage as banquet hall or party hall would be allowed. Any such Low Density Eco-friendly colony can be developed as a gated community with a 6ft boundary wall around it. The saleable area permitted in such colony would be limited to 80 per cent out of which 2 per cent area can be designated for commercial purposes and 4 per cent for agro-based non-polluting service industries. Provision of agro-based service industry would however not be mandatory. Open Spaces would be provided on at least 5 per cent of the colony area. No utilities would be allowed in such open spaces. Size of each open space pocket would not be less than one acre. Apart from above, minimum 5 per cent of the colony area designated as solar farms would be mandatorily provided in such colonies.

He said that sites for establishment of Bio-gas plant and Compost Plant would also be provided for which area norms would be separately finalized keeping into account technical parameters. Such sites would, however, not be allowed in the area designated as Open Space or for Solar Farms. The plots in such colonies would be sold only to individuals and not to companies or Trusts etc, he added.
