Directions issued to Electoral Registration Officers for assisting migrant voters

As per directions of Election Commission of India (ECI), the migrant voters of Jammu and Kashmir will have a choice to either vote by postal ballot or at special booths set up in Udhampur, Jammu and Delhi.

Referred to as ‘M-Voter's (migrant voters), special polling booths have been set up for Kashmiri migrants who are residing in different parts of the country at Jammu, Udhampur and Delhi, besides a choice is also given to them to vote through postal ballot by filling Form-12- C, stated Devesh Kumar, Chief Electoral Officer, here today, adding that directions have been issued to all the Electoral Registration Officers (EROs) in Himachal Pradesh for assisting M-Voters.

The applicants will submit the forms with EROs i.e. the Sub-Divisional Magistrates (SDMs) of their respective areas along-with necessary documents supporting details of the family members and whether all were the residents of the assembly constituency at present, as they have mentioned, whether  all the members were enrolled as electors in one of the constituencies in Jammu and Kashmir, and the certificate issued by Resident Commissioner of Jammu and Kashmir certifying that the applicant and his family members are migrants of Jammu and Kashmir and residing at the given address.

Only the voters registered in all the three Parliamentary Constituencies of Jammu and Kashmir or in their respective assembly constituencies in J&K, will be eligible to submit either form-C or form-M after duly filling it. All EROs have been also instructed to facilitate the M-Voters in filling up the forms so that they can exercise their right to franchise in upcoming Lok Sabha elections, said he.  

Form-M will facilitate the Kashmiri migrants to cast their vote at special polling booths as mentioned above whereas Form-C will give them an option of postal ballot. The forms can be downloaded through the website of ECI or National Voter Service Portal (NVSP).

It is mandatory for the applicant to mention the current residential proof and attach along-with the migration certificate issued by Residential Commissioner of Jammu and Kashmir. They will also have to enter name of the Parliamentary constituency and assembly segment which they represent.  

The applicant will not be allowed to cast vote in case of dual registration as a voter.

Devesh Kumar said that special instructions have also been issued to all EROs to make every effort to trace such migrants in their area so that they could cast their votes.
