Action Taken Against Power Department Negligence in Rohtak on Anil Vij’s Instructions

In a decisive move to address power supply issues, Haryana’s Energy Minister, Anil Vij, ordered an inspection of Rajiv Gandhi Vidyut Bhawan, UHBVN, Rohtak, on February 2, 2025. During this surprise visit, he reviewed pending electricity-related complaints under the Rohtak Circle’s jurisdiction and found that several complaints had not been resolved within the stipulated four-hour timeframe. Taking serious note of the inefficiencies, he directed the Executive Engineer of Operation Circle, UHBVN, Rohtak, to conduct an inquiry and seek an explanation from the responsible officials and employees.

The inquiry revealed six complaints in total, out of which four had been resolved within the prescribed time, while two were delayed. Among the delayed cases was a complaint filed by Rahul on behalf of his grandfather, Jai Narayan, a resident of Humayupur village. The complaint pertained to disruptions in the electricity supply to their agricultural pump (AP) connection.

Upon investigation, it was found that Junior Engineer (JE) Vikas Kaushik and Lineman Rambir were responsible for the negligence. The issue arose on February 1, 2025, at 6:40 AM when the 11 KV line of Humayupur AP Feeder suffered a fault. Although the technical issue was rectified by 10:25 AM, the power supply to the affected area remained disrupted. The junior engineer failed to personally inspect the site despite being in charge of the area, demonstrating his indifference toward addressing consumer grievances. Additionally, the JE allowed his subordinates to proceed with work without securing a Permit to Work (PTW) clearance, posing a serious risk of accidents and endangering workers’ safety. This gross negligence was considered a major violation of duty.

As a result, the Executive Engineer of Rohtak immediately suspended Lineman Rambir, while disciplinary proceedings against JE Vikas Kaushik were escalated to the UHBVN headquarters in Panchkula. Following a review, the UHBVN Panchkula issued a chargesheet to JE Vikas Kaushik, requiring him to submit an explanation within 30 days. If he fails to respond within the stipulated timeframe, it will be treated as an admission of guilt, leading to further punitive action.

This incident highlights the Haryana government’s commitment to ensuring accountability within the power sector. Timely electricity supply is crucial for both residential and agricultural consumers, and any lapse in service directly affects livelihoods and daily operations.
