Anand, a prominent figure representing the Jatav community, was considered one of the key faces of the party, known for his close association with Delhi Chief Minister Arvind Kejriwal. He completed his education in Uttar Pradesh and pursued an M.A. in Political Science before venturing into politics. Notably, his wife, Veena Anand, has been a legislator since 2013.

Anand’s association with controversy surfaced in November 2023 when the Enforcement Directorate (ED) raided locations linked to him. Prior to questioning Chief Minister Arvind Kejriwal in November, the ED conducted a thorough investigation at Anand’s residence in the Civil Lines area, along with raids on nine other premises associated with him. The probe was related to money laundering inquiries concerning Delhi’s alcohol policy under Kejriwal’s administration.
