Saptrishi Soni: The farmers’ agitation demanding a legal guarantee of Minimum Support Price (MSP) for all crops has entered a crucial phase, with Jagjit Singh Dallewal’s hunger strike reaching its 100th day. The ongoing protest has garnered nationwide attention, compelling the central government to expedite efforts for an amicable resolution. On March 5, a symbolic hunger strike will be observed by 100 farmers at the Dattasinghwala-Khanauri protest site, alongside district and tehsil-level protests across the country. The intensity and persistence of the movement underscore the farmers’ determination to secure their demands, which include MSP guarantees and compensation for crop losses due to recent hailstorms in Punjab, Haryana, Rajasthan, and Uttar Pradesh.
The significance of Dallewal’s hunger strike lies not just in its duration but also in its symbolism of unwavering resistance. Despite his deteriorating health, Dallewal’s resolve has become a rallying point for the agrarian community. His fast has amplified the urgency of the farmers’ demands, putting immense pressure on the government to respond decisively. The agitation, which began on February 13 last year, has witnessed six rounds of talks between farmer leaders and the government, yet a breakthrough remains elusive. The seventh round of discussions is scheduled for March 19, which many believe could be a turning point in the negotiation process.
For the ruling Bharatiya Janata Party (BJP), resolving the farmers’ issue amicably has become a political imperative. With the next Vidhan Sabha elections in Punjab and Haryana less than 18 months away, the BJP’s image and rural vote bank are at stake. The party’s ability to address the grievances of farmers and offer a satisfactory solution could significantly influence its electoral prospects. Recognizing this, the government has shown a willingness to negotiate, requesting detailed data from the farmers to cross-verify their claims on MSP and crop losses. The BJP’s strategy appears to hinge on projecting itself as a pro-farmer party, capable of safeguarding agricultural interests through meaningful reforms and adequate compensation mechanisms.
The urgency to resolve the crisis also stems from the recent hailstorms that have devastated mustard and wheat crops across several states. Farmer unions have demanded immediate compensation based on on-ground assessments to mitigate the financial distress caused by the calamity. The government’s response to these demands is likely to be scrutinized closely by the rural electorate, making it a litmus test for the BJP’s governance ahead of the elections.
Additionally, the farmers’ movement has a broader socio-political dimension. The announcement of women-led panchayats at the Dattasinghwala-Khanauri, Shambhu, and Ratnpura protest sites on March 8, coinciding with International Women’s Day, is a strategic move to expand the agitation’s appeal. The focus on MSP guarantees reflects a deep-rooted anxiety about the economic viability of agriculture, particularly for small and marginal farmers. By framing the MSP demand as a safeguard against market volatility, the farmers are making a powerful case for state intervention to stabilize incomes in the agrarian sector.
The Supreme Court’s decision to defer hearings on the contempt petition against Punjab officials involved in the protest until after March 19 has also bought some breathing room for the government to explore a resolution. Meanwhile, the failure of unity talks between the two main factions of the protesting farmers has added another layer of complexity to the situation. The split within the farmer unions might offer a tactical advantage to the government by weakening the negotiating position of the protesters, but it also risks prolonging the agitation and escalating tensions.
In essence, the outcome of this agitation holds profound implications for both the farmers and the BJP-led central government. A failure to resolve the issue amicably could not only intensify the protests but also pose a significant political challenge for the BJP in the run-up to the state elections. Conversely, a successful resolution that addresses the core demands of the farmers could pave the way for a stronger electoral position for the BJP in rural constituencies. As the agitation enters a decisive phase, all eyes are on the upcoming negotiations and the government’s next move to break the deadlock.
