Lok Sabha Speaker Om Birla stated that under the leadership of Chief Minister Nayab Singh Saini, Haryana is continuously progressing on the path of development. Whether in infrastructure, social reforms, or economic growth, the state has made remarkable advancements in every sector. Speaking as the chief guest at the inauguration of the two-day orientation program for Haryana Assembly members, organized in collaboration with the Parliamentary Research and Training Institute for Democracies (PRIDE), he emphasized the significance of parliamentary traditions in governance. The event witnessed the presence of Chief Minister Nayab Singh Saini, Haryana Assembly Speaker Harvinder Kalyan, Punjab Assembly Speaker Kultar Singh Sandhwan, Uttar Pradesh Assembly Speaker Satish Mahana, Haryana Deputy Speaker Dr. Krishna Lal Middha, and MLA B.B. Batra.
Highlighting CM Nayab Singh Saini’s extensive experience in both the Lok Sabha and Assembly, Om Birla expressed confidence that his leadership would guide the Haryana Assembly in upholding parliamentary decorum and strengthening democratic values. Haryana has set an exemplary model of development by preserving its cultural and historical legacy while embracing modernization. The state has always held a unique place in India’s history, known for its contributions in sports, the freedom movement, and valor. The land of Haryana, where Lord Krishna delivered the message of karma, has continuously progressed, setting an example for other states. The legislative process plays a crucial role in this journey, with MLAs bearing the responsibility of fulfilling public aspirations. With 40 first-time elected members in the Haryana Assembly, their role in representing not only their constituencies but also the entire state is vital.
Lok Sabha Speaker Om Birla emphasized the importance of preserving past legislative discussions, policy dialogues, and debates in digital records, ensuring that all state assemblies have access to a centralized platform. This initiative will enable members to study historical legislative processes and contribute valuable insights for better policymaking. He stressed the need for legislative drafts to incorporate meaningful suggestions from assembly members to enhance governance and minimize administrative loopholes. Transparency and public participation in democratic governance are crucial for effective policy implementation. Whether in Parliament or the state assembly, these institutions serve as platforms to address public concerns, enabling governments to make informed decisions. Increased citizen engagement ensures greater accountability and efficiency in governance.
Om Birla underlined the role of assemblies in policy review, urging members to raise regional and state issues effectively. The effectiveness of legislative proceedings directly impacts governance quality, ensuring government accountability. An ideal legislator is one who actively participates in assembly discussions, addressing constituency issues while contributing meaningfully to legislative deliberations. The challenges of public life can be effectively addressed through legislative institutions, particularly in an era dominated by technology and innovation. Engaging in constructive dialogue and utilizing digital advancements will pave the way for public welfare.
India has demonstrated to the world that democracy is the most effective form of governance. Despite its diversity, democratic institutions have united the nation. The essence of governance lies in meaningful legislative discussions, which enhance leadership capabilities and legislative effectiveness. By learning from experienced members, newly elected legislators can play a crucial role in strengthening democracy. Lok Sabha Speaker Om Birla praised Haryana Assembly Speaker Harvinder Kalyan’s continuous efforts in ensuring productive assembly sessions and reinforcing parliamentary systems. He also commended Haryana for its pre-budget consultations, where legislators and stakeholders contribute to policy formation. These discussions are instrumental in assessing the social and economic impact of budgetary provisions. To maximize budgetary effectiveness, post-budget parliamentary committee discussions should be encouraged.
The two-day program will equip assembly members with in-depth knowledge of legislative functions, empowering them to serve the public more effectively and strengthen trust in the democratic process. Haryana continues to set an example in governance and development, with a commitment to legislative excellence and public welfare.
