Haryana Cabinet Approves Key Decisions for Development and Welfare Initiatives

The Haryana Cabinet, under Chief Minister Nayab Singh Saini, held a meeting today that resulted in several significant decisions aimed at enhancing citizen welfare, strengthening the state’s administrative framework, and promoting economic and industrial growth in the region.

Revised Ex-Gratia Amount for Martyrs’ Families:
The Cabinet approved the increase of the ex-gratia amount for families of central armed forces personnel and Central Armed Police Forces (CAPF) martyrs from ₹50 lakhs to ₹1 crore, fulfilling a promise made by the Chief Minister during the 2024-25 budget speech.

Increased Pension for Mother Tongue Agitators:
In a commendable move, the monthly pension for the Mother Tongue agitators from the Hindi movement of 1957 has been increased from ₹15,000 to ₹20,000.

Land Allocation for Martyr’s Family:
A plot of 200 square yards has been allocated to Kamlesh Sharma, the wife of martyr Sub-Inspector Jai Bhagat, who was killed in an anti-terrorism operation in 1995. This decision acknowledges his supreme sacrifice and provides essential housing for his family.

Implementation of the Mukhyamantri Parivar Samriddhi Yojana (MMPYS):
A permanent Standard Operating Procedure (SOP) for the implementation of MMPYS has been approved, which will now transfer ₹1,000 annually to eligible families under the Deen Dayal Antyodaya Yojana, with annual income thresholds set at ₹1.8 lakh.

Amendment in External Development Charges (EDC):
The Cabinet approved amendments to the indexing policy for EDC rates, which had not been modified in the past eight years. The proposal includes a yearly increase of 10% for EDC rates starting from the next fiscal year.

Upgradation of Development Sectors:
Gurugram’s Patodi-Heli Mandi and Farrukh Nagar areas will be upgraded from low-capacity to medium-capacity zones to boost economic and industrial growth, contributing to the state’s revenue growth.

Extension of Haryana Logistics, Warehousing, and Retail Policy:
The Cabinet has approved the extension of the 2019 Haryana Logistics, Warehousing, and Retail Policy until a new policy is notified, aimed at supporting industrial development in the state.

Mandatory Aadhar Verification for HPSC Exams:
The Haryana Public Service Commission (HPSC) has made Aadhar verification mandatory for candidates appearing for Group A and B positions to ensure integrity in the recruitment process.

Amendments to Health Department Service Rules:
The Cabinet approved amendments to the service rules for Group ‘C’ positions within the Haryana Health Department, changing the educational qualifications required for multi-purpose health workers.

Increase in Death-Cum-Retirement Gratuity:
A 25% increase in the maximum limit of death-cum-retirement gratuity for state government employees and judicial officers has been approved, raising the limit from ₹20 lakhs to ₹25 lakhs effective from January 1, 2024.

Amendment to Panchkula Metropolitan Development Authority Act:
The Cabinet amended the Panchkula Metropolitan Development Authority Act to empower the Chief Executive Officer with updated provisions under the Haryana New Capital (Peripheral) Control Act.

Haryana Human Resource Management System (e-HRMS 2.0):
The draft policy for the Haryana Human Resource Management System (Administration) 2024 has been approved, aimed at streamlining human resource management across all government departments.

Amendment to Haryana Contract Workers Act:
The Cabinet approved an ordinance to amend the Haryana Contract Workers (Service Security) Act, addressing requests made by contract workers regarding the calculation of their service days.

State Government Guarantee for UHBVNL Capex Loan:
The Cabinet granted retrospective approval for a state government guarantee to Canara Bank, facilitating ₹400 crores in new capex loans for the Uttar Haryana Bijli Vitran Nigam Limited (UHBVNL) for FY 2024-25.
