Haryana Cabinet Formation: Power Dynamics Ahead of the Swearing-In Ceremony

On 17 October, Sector 5 in Panchkula will be the center of political attention as Haryana hosts a swearing-in ceremony featuring Prime Minister Narendra Modi and several Chief Ministers from across India. This event marks a significant moment for Haryana’s newly elected Chief Minister Nayab Singh Saini, who will be joined by various cabinet ministers taking their oaths. However, the formation of this cabinet is shaping up to be a critical power play, with the shadow of former Chief Minister Manohar Lal Khattar looming large.

Nayab Singh Saini aims to secure his political future by creating a loyal base within the cabinet, strategically planning to appoint his supporters to key ministerial positions. This move is intended to strengthen his influence and ensure a lasting political career in Haryana. Interestingly, Saini has a history of aligning with Khattar, whose role remains pivotal despite his previous tenure as Chief Minister. Khattar, now serving as a Union Minister, is actively engaging with newly elected BJP MLAs, including prominent figures such as Pramod Vij and Arvind Sharma, and former cabinet minister Devender Babli. Their meetings indicate that Khattar continues to wield considerable influence in determining ministerial roles. Even after stepping down as CM, Khattar is regarded as a powerful political figure, and his support could significantly impact Saini’s cabinet decisions.

With only 14 cabinet positions, including the Chief Minister’s role, the speculation is that the BJP may fill only 10 of these seats, leaving four vacant for potential future adjustments. Among the leading candidates for these key positions are Anil Vij, Vipul Goel, Rao Narbir Singh, and Krishna Ahlawat, all of whom have substantial political clout in Haryana. The BJP’s state president, Mohanlal Badoli, has called for a meeting of all newly elected MLAs at 10:00 AM on Wednesday, where a breakfast gathering will precede a crucial session with Union Home Minister Amit Shah and CM Mohan Yadav. This meeting is anticipated to finalize cabinet appointments, following which the party will formally assert its claim to govern.

In addition to Saini and Khattar, Rao Inderjit Singh, the Gurugram MP and Union Minister, is making his presence felt in this power dynamic. He has already met with eight MLAs to discuss potential cabinet roles, and his daughter, who recently won the Ateli constituency election, is a strong contender for a ministerial position under the women’s quota. Singh has publicly dismissed rumors of dissent against the BJP, claiming that media reports regarding any internal strife are unfounded. His family’s political involvement and strong network further enhance his position within Haryana’s political landscape.

As the swearing-in ceremony approaches, the stakes are high for Haryana’s ruling party. The decisions made during this crucial period will shape the future governance of the state and influence its political dynamics for years to come. With Saini striving for control and Khattar’s influence still very much in play, the cabinet formation process promises to be a fascinating chapter in Haryana politics.
