Haryana Chief Minister Holds Crucial Meeting with Municipal Commissioners: Focus on Cleanliness and Swift Problem Resolution

Chandigarh, October 24 – Haryana Chief Minister Naib Singh Saini recently conducted a key meeting with District Municipal Commissioners and Municipal Corporation Commissioners to review various ongoing urban projects across the state. Emphasizing the need for cleanliness, the Chief Minister issued strict directives for heightened efforts to ensure that urban cleanliness is prioritized over the next month. He stressed that no piles of garbage should be visible in any city. The state’s goal, he stated, is to secure top rankings in the Swachh Survekshan, India’s cleanliness survey. This requires a collaborative team effort from all departments, working with accountability and efficiency.

The meeting, held to review urban initiatives spearheaded by the Urban Local Bodies Department, also saw the attendance of Haryana Urban Local Bodies Minister Vipul Goel. Various topics, including progress on the ‘Samadhan Shivirs’ (problem resolution camps), cleanliness drives, making cities stray-animal-free, property identification cards, ownership schemes, regularization of colonies, the PM SVANidhi scheme, and the repair and development of roads, were thoroughly discussed.

Chief Minister Saini underscored that turning Gurugram into a smart city is a top priority for the state government. He urged officials to expedite efforts related to cleanliness in the city, adding that urban local bodies performing well in the cleanliness drive would be duly recognized and honored. Addressing the issue of waterlogging in streets, the Chief Minister directed officials to ensure timely drainage of water until drainage-related projects are fully completed. He made it clear that if any agency shows negligence in cleaning drains or maintaining sanitation, it should be blacklisted immediately. He also mentioned that if more manpower is needed, it should be provided through the Haryana Kaushal Rozgar Nigam.

The Chief Minister further instructed that installing street lights and maintaining basic amenities, such as cleanliness, should be a top priority for all municipal officials. He emphasized the need for accountability and responsibility among officers, ensuring that projects are completed on time. He also gave directives to ensure that street lights are maintained and replaced promptly. On the issue of road repairs, the Chief Minister stressed that there should be no potholes on any roads under municipal jurisdiction, calling for rigorous monitoring and timely completion of road repair and recarpeting work.

The issue of burning dry waste, including garbage and horticultural waste, was also raised during the meeting. The Chief Minister instructed officials to ensure that no incidents of dry waste burning occur in the cities and that swift action is taken if any such complaints arise. He also directed that proper waste disposal mechanisms should be in place.

Making Haryana a stray-animal-free state was another critical issue addressed by the Chief Minister. He instructed officials to raise awareness among the public not to abandon animals on the streets and to ensure that stray animals are quickly relocated to gaushalas (cow shelters) and nandi shalas (bull shelters). He assured that the state government has allocated a separate budget for these shelters and directed officials to ensure that no delays occur due to a lack of funds. Additionally, he emphasized that the government is providing grants for constructing gaushalas on panchayat lands to prevent stray cattle from roaming freely on the roads. He also instructed officials to identify and take strict action against individuals who repeatedly abandon their cattle on the streets.

The Chief Minister also reviewed the progress of the ‘Samadhan Shivirs,’ camps that address public grievances across the state. He directed the officials to ensure that every individual attending the camps has their problems resolved swiftly and that no citizen leaves the camp unsatisfied. Special desks should be established to resolve unique issues raised at these camps, and feedback from citizens should be collected via phone calls, he advised.

Further, the Chief Minister stressed that officials and staff attending to public grievances at these camps should adopt a polite and empathetic attitude. He made it clear that if any citizen approaches him with complaints of being made to run from pillar to post for a resolution, strict action would be taken against the responsible official.

Highlighting the ongoing Samadhan Shivirs, the Chief Minister noted that from October 22, 2024, daily camps are being held from 9 AM to 11 AM across all 88 urban local bodies. He instructed officials to ensure that property ownership cards are distributed during these camps and to set a target date for card distribution, with the deadline being November 30, 2024. Additionally, he urged officials to expedite pending cases related to property identification cards, instructing them to develop a district-wise roadmap to complete these cases and resolve discrepancies. He emphasized that lower-level accountability should be established to prevent unnecessary delays.

Present at the meeting were Haryana Chief Secretary Dr. TVSN Prasad, Chief Principal Secretary to the Chief Minister Rajesh Khullar, Principal Secretary to the Chief Minister V. Umashankar, Urban Local Bodies Department Commissioner and Secretary Vikas Gupta, Director Yashpal, and several other senior officials.
