Haryana CM Directs Formulation of Policy Under ‘Disputes Resolution’ Scheme to Resolve Pending Enhancement Cases, Providing Big Relief to Over 4400 Plot Owners

Chandigarh, July 8 – The Haryana Government is set to provide substantial relief to the allottees of the Haryana Shahari Vikas Pradhikaran (HSVP) with a new policy aimed at resolving pending enhancement cases. Chief Minister Naib Singh has instructed officials to develop a policy under the ‘Vivaad Ka Samadhan’ scheme, targeting the resolution of enhancement cases that have been pending between 2015 and 2019. This scheme will allow more than 4400 plot owners to settle their dues in lump sum payments, significantly reducing their interest liabilities. During a review meeting of the Haryana Urban Development Authority, Chief Minister Naib Singh emphasized the government’s commitment to providing relief to the people by settling these enhancement cases systematically and efficiently. Town and Country Planning and Urban Estate Minister JP Dalal was also present, reinforcing the urgency of addressing these disputes. The Chief Minister further directed that similar housing scheme disputes should be swiftly resolved by the Housing for All department. He also emphasized the importance of proper demarcation for plots sold through e-auction to prevent future disputes between the authority and allottees. Additionally, Singh called for a collaborative policy between HSVP and the Shri Mata Mansa Devi Shrine Board to provide appropriate spaces for street vendors in the Mansa Devi Complex, Panchkula. Singh highlighted the need for inter-departmental coordination, referencing the PM Gati Shakti platform launched by Prime Minister Narendra Modi. This platform aims to ensure departments work together efficiently, expediting project completion and providing immediate facilities to citizens. The meeting also revealed preparations for the e-auction of approximately 15,000 plots in the next three months, building on the 25,000 plots already allotted since June 2021, which have generated around Rs 27,000 crore for the authority. The upcoming e-auctions are expected to bring in Rs 2,000 to 2,500 crore per month. Senior officials, including Chief Principal Secretary to the Chief Minister Rajesh Khullar, Additional Chief Secretary of Town and Country Planning Department Arun Kumar Gupta, Principal Secretary to the Chief Minister V Umashankar, Chief Administrator of Haryana Urban Development Authority TL Satyaprakash, Political Advisor to the Chief Minister Bharat Bhushan Bharti, Administrator (Headquarters) HSVP Satpal Sharma, and Chief Controller of Finance HSVP BB Gupta, attended the meeting to discuss these developments. The Chief Minister’s proactive approach and the comprehensive strategy under the ‘Vivaad Ka Samadhan’ scheme underscore Haryana’s commitment to resolving pending enhancement cases and providing significant relief to plot owners.
