In a landmark state-level Panchayat Conference held in Panchkula, Haryana Chief Minister Mr. Naib Singh unveiled a series of transformative initiatives aimed at bolstering Panchayati Raj institutions across the state. Among the “unique gifts” bestowed upon Panchayats were significant increases in pensions for representatives and substantial financial allocations for development projects. The Chief Minister announced a whopping Rs. 2400 crore for various developmental works, underscoring his government’s commitment to rural and urban infrastructure enhancements. In a symbolic gesture of empowerment, Mr. Naib Singh digitally transferred Rs. 118.47 crore to 1861 Gram Panchayats, earmarked specifically for the renovation and completion of SC/BC Chaupals (community centers). This move not only addresses longstanding infrastructural gaps but also signifies a proactive approach towards inclusive community development.

Addressing the Sarpanchs (village heads), Chief Minister Naib Singh emphasized the pivotal role of local governance in driving village-level progress. He assured ample financial support and urged Sarpanchs to draft comprehensive development plans for their respective villages, promising swift action on resolutions passed through Panchayats. Highlighting his government’s pro-people policies, Mr. Naib Singh proudly noted the unprecedented increase in honorariums and pensions for Panchayati Raj representatives, including Zila Parishad and Panchayat Samiti Chairpersons and Vice Chairpersons. This initiative aims to dignify their roles and recognize their contributions to grassroots governance.

Drawing a contrast with previous administrations, Mr. Naib Singh showcased his government’s robust financial commitments towards rural development. He pointed out that under the visionary leadership of Prime Minister Narendra Modi, grants for Panchayats have seen a substantial increase, reflecting a broader commitment to empower local bodies. The Chief Minister also highlighted his government’s allocation of Rs. 7276.77 crore for rural development in the current fiscal year, significantly higher than previous budgets, which underscores his administration’s proactive stance on rural upliftment.

In a bid to foster digital inclusion, the state government announced the deployment of computer operators in every Gram Panchayat, aimed at streamlining administrative processes and enhancing transparency in governance. Mr. Naib Singh also introduced protocols for dignitaries of Panchayati Raj institutions, ensuring their due recognition at state-level programs and ceremonies—a first-of-its-kind initiative in Haryana. This move is part of broader efforts to integrate grassroots leaders into the governance framework and amplify their voices in decision-making processes.

The Chief Minister’s address resonated with a call to realize Prime Minister Modi’s vision of a developed India by 2047, stressing that rural development is pivotal to achieving national prosperity. He announced an increase in the limit for Panchayats to undertake projects without tender processes, from Rs. 5 lakh to Rs. 21 lakh, facilitating quicker implementation of local development initiatives. Mr. Naib Singh underscored the importance of adapting to technological advancements, highlighting initiatives aimed at enhancing digital literacy and administrative efficiency at the grassroots level.

The conference witnessed participation from key dignitaries including Vidhan Sabha Speaker Mr. Gian Chand Gupta, Agriculture Minister Mr. Kanwar Pal, and several other ministers and officials, who reiterated their commitment to supporting Panchayati Raj institutions in driving inclusive growth. The event also served as a platform to discuss the achievements of the Development and Panchayat Department, reflecting on past successes and charting a course for future advancements.
