
Haryana Government to draft law for illegal immigration and strengthen law enforcement

Chandigarh, January 10, 2025 – Haryana’s Chief Minister, Shri Nayab Singh Saini, has announced that the state government will introduce a new law aimed at curbing illegal immigration in the upcoming budget session. This decision comes in response to increasing concerns regarding unauthorized immigration, and the proposed legislation will focus on strengthening the legal framework and enforcement mechanisms. The CM emphasized that the government is taking proactive steps to tackle this issue and ensure the state remains secure.
Additionally, the Chief Minister highlighted the forthcoming implementation of the ORP (Outstanding Recognition and Performance) policy, which will reward police personnel for their exemplary work in crime prevention. This policy will not only recognize outstanding efforts but also ensure strict action against those showing negligence in their duties. The Haryana government has shown a strong commitment to improving the overall law enforcement system in the state, emphasizing a zero-tolerance approach towards any lapses.
Shri Saini, in a discussion with senior police officers, also reviewed the crime and law-and-order situation in the state, praising the marked reduction in crime rates, particularly in crimes against women. The CM acknowledged the significant progress made by Haryana in reducing cybercrimes, marking it as one of the state’s notable achievements in law enforcement. As part of these efforts, he encouraged police officials to stay sensitive to the public’s concerns and ensure prompt resolution of issues.
The Chief Minister also assured the Haryana Police of full support in cracking down on criminal activities. He highlighted the goal of making Haryana a “drug-free” state by the end of 2025, aiming to reduce substance abuse in 70% of villages. Alongside this, law enforcement has been directed to tackle the illicit drug trade with heightened vigilance and strict legal actions.
In terms of international cooperation, the CM expressed a firm stance on combating criminal activities that are perpetrated by individuals operating from abroad, including extortion and other illegal activities. He assured the police that all necessary resources would be provided to assist in the pursuit of these criminals. Additionally, plans are in place to establish a dedicated battalion in the Nuh district to strengthen law enforcement in the region.
The Haryana government has committed to modernizing the police force with an allocation of ₹300 crore, as outlined in the Chief Minister’s election manifesto. This modernization effort will include upgrading infrastructure, enhancing cybercrime control mechanisms, and improving the overall capabilities of the police.
The Chief Minister also addressed concerns regarding the Rohingya refugees and Bangladeshi immigrants, stating that the government is working on identifying and creating a registry for these individuals, with further decisions to be made based on the findings. He mentioned ongoing collaboration with the National Investigation Agency (NIA) to tackle international criminal networks operating within Haryana.
Moreover, Shri Saini confirmed that three new criminal laws are being expedited and are expected to be completed by February 28, 2025. These laws aim to enhance the legal framework and ensure more efficient handling of crime and criminal activities.
During the meeting, the Chief Minister stressed the importance of inter-state coordination to combat drug trafficking, calling for regular meetings involving the Chief Ministers of neighboring states. The goal is to dismantle drug networks by identifying all stages of the drug trade from production to distribution. Haryana is determined to make a mark as the leading state in eradicating drug trafficking and securing its youth.
The CM’s directives also covered key issues such as animal trafficking, with specific attention on curbing cow smuggling, and ensuring that the police uphold law and order across the state. Public safety, including road and traffic safety, CCTV surveillance, and the resolution of complaints, also featured prominently in the discussion.
In attendance at the meeting were Chief Secretary Dr. Vivek Joshi, the Chief Minister’s Principal Secretary Shri Rajesh Khullar, Additional Chief Secretary of the Home Department Dr. Sumita Mishra, Director General of Police (DGP) Shatrughan Kapoor, along with other senior police officials.
As the state moves forward with these initiatives, it is evident that the Haryana government is committed to ensuring a secure, law-abiding, and prosperous environment for its residents.
