Shimla, November 21: In a bold move aimed at streamlining the state’s revenue system and alleviating the burden on citizens, Himachal Pradesh Chief Minister Thakur Sukhvinder Singh Sukhu has set a stringent deadline of January 20th, 2024, for resolving all pending cases of mutation, partition, and demarcation of land. This ambitious target signifies the government’s determination to address the backlog of revenue cases and uphold the principle of justice for all.

High Power Committee Established to Oversee Resolution Efforts

To achieve this ambitious goal, the Chief Minister has constituted a High Power Committee under his direct supervision. This committee will oversee the progress of the initiative and ensure that all measures are taken to expedite the resolution of pending revenue cases. The committee will comprise senior officials from various departments, including the Revenue Department, the Law Department, and the Public Works Department.

Special Revenue Lok Adalats to Address Pending Cases

Recognizing the urgency of the situation, the Chief Minister has directed the organization of special Revenue Lok Adalats across the state on December 1st and 2nd, 2023. These special courts will focus specifically on addressing the backlog of mutation and partition cases, ensuring speedy and efficient resolution.

Monthly Progress Reports to Track Efforts

To ensure transparency and accountability, Deputy Commissioners have been instructed to submit detailed monthly progress reports to the state government, outlining the number of cases resolved, the challenges faced, and the strategies implemented. This ongoing monitoring will serve as a driving force for accelerating the resolution process.

Addressing Staffing Shortages to Enhance Efficiency

Recognizing the potential impact of staffing shortages in revenue offices, the state government has taken proactive steps to address this issue. Deputy Commissioners have been granted the authority to hire retired Kanungo’s, experienced officials with expertise in revenue matters. Additionally, the state government will explore the utilization of electronic summons to further streamline the process and reduce administrative burdens.

Continuous Oversight by Senior Officials

To maintain a vigilant eye on the progress of pending revenue cases, Chief Secretary Prabodh Saxena has been tasked with conducting regular reviews at the Divisional Commissioners’ level. This continuous oversight will ensure that no delays occur and that the momentum of the resolution process is maintained.

Revenue Minister and Panchayati Raj Minister to Monitor Progress

Revenue Minister Jagat Singh Negi and Rural Development and Panchayati Raj Minister Anirudh Singh will also closely monitor the progress of this initiative, ensuring that all efforts are directed towards achieving the ambitious target set by the Chief Minister.
