Himachal Pradesh Home Guards Raising Day: New Announcements to Strengthen Disaster Management and Force Capacity

Himachal Pradesh Chief Minister Thakur Sukhvinder Singh Sukhu presided over the 62nd State-Level Raising Day of the Himachal Pradesh Home Guards and Civil Defence at The Ridge, Shimla, marking a historic first as a state-level celebration. The event showcased a grand parade led by 17 contingents under Parade Commander Vinay Kumar and highlighted women’s participation under Platoon Commander Lata Rahi. Spectacular displays of disaster management techniques themed “Surakshit Himachal” and a vibrant Battle March Past captivated attendees.
Key announcements underscored the government’s commitment to modernizing disaster response capabilities and enhancing the welfare of the Home Guards. Chief Minister Sukhu revealed that maternity leave for women Home Guards would extend to 180 days, and the daily allowance for deployment outside the state would increase from ₹60 to ₹500. Plans to recruit 700 personnel to fill vacant Home Guard posts and allocate funds for developing the SDRF headquarters in Palampur and the Kangra Unit campus were also announced.
To improve disaster management, Sukhu emphasized modernizing the State Disaster Response Force (SDRF) with drones capable of higher payloads and setting up drone stations at all district headquarters. A state-wide Disaster Management Awareness Campaign has been launched to enhance community preparedness and engagement.
The Chief Minister lauded the Home Guards for their contributions during the monsoon disaster, which involved evacuating 75,000 stranded tourists and conducting operations in challenging conditions. Plans are in place to train one percent of the state’s population as Civil Defence volunteers in the next five years.
He also detailed efforts to expand fire services, including the establishment of four new fire stations, the creation of 240 new posts, and the procurement of eight fire vehicles. Recognitions were awarded to outstanding units and individuals for their exemplary service, further reflecting the government’s commitment to incentivizing excellence within the force.
The event concluded with the Chief Minister exploring an exhibition on disaster management and extending gratitude to the department for its dedication.
