
Himachal Pradesh Strengthens E-Waste Management for a Cleaner and Sustainable Future

The Government of Himachal Pradesh has identified gaps in the current e-waste disposal practices that fail to comply with the “E-Waste (Management) Rules, 2016” set by the Ministry of Environment, Forest and Climate Change, as well as the guidelines issued by the Himachal Pradesh State Pollution Control Board (HPSPCB). Recognizing the environmental hazards posed by unscientific disposal methods, the state government has taken proactive steps to ensure a structured and legally compliant e-waste management process.
Existing regulations, including the “HPF Financial Rules, 2009” and Office Manual provisions, lacked clear directives for the scientific disposal of e-waste. These policies primarily relied on auction-based disposal mechanisms that did not guarantee adherence to the mandated environmental standards. In response to these shortcomings, the Department of Environment, Science, Technology & Climate Change issued an Office Memorandum (No. STE-F(2)-2/2017-loose, dated 9th December 2024), making it mandatory for all government entities, including Departments, Boards, Corporations, and Commissions, to dispose of e-waste in strict compliance with “Rule 9 of the E-Waste (Management) Rules, 2016.”
According to the new directive, all e-waste must be handled exclusively through authorized collection centers, dealers, dismantlers, or recyclers approved by the Himachal Pradesh State Pollution Control Board (HPSPCB) or the Central Pollution Control Board (CPCB). The auction process will now be restricted to authorized entities only, ensuring responsible recycling and disposal practices. This initiative is a major step toward protecting the environment from hazardous e-waste contamination while promoting sustainable waste management solutions.
The government urges all stakeholders, including government bodies, NGOs, and citizens, to actively contribute to maintaining a clean and green environment by responsibly managing e-waste. The toxic components present in electronic waste pose serious health and environmental risks if not disposed of properly. To combat this issue, citizens are encouraged to avoid dumping e-waste in open spaces, ensure electronic waste is handed over to authorized recyclers, and spread awareness about responsible e-waste disposal. Strict adherence to these guidelines by all government departments and agencies is essential to achieving the state’s vision of a sustainable and eco-friendly Himachal Pradesh.
