Legislature as a Pillar of Democracy: Strengthening It Is Every Member’s Duty – CM Nayab Singh Saini

Haryana Chief Minister Nayab Singh Saini emphasized that the legislature is a strong pillar of democracy, and it is the responsibility of all elected members to further strengthen it. Their role is not just limited to lawmaking but also to raising the voice of the people and ensuring effective solutions to public issues. Addressing the session of the two-day orientation program for Haryana Assembly members, inaugurated by Lok Sabha Speaker Om Birla and organized in collaboration with the Parliamentary Research and Training Institute for Democracies (PRIDE), the Chief Minister reiterated his commitment to legislative excellence. The event witnessed the presence of Haryana Assembly Speaker Harvinder Kalyan, Punjab Assembly Speaker Kultar Singh Sandhwan, Uttar Pradesh Assembly Speaker Satish Mahana, Haryana Deputy Speaker Dr. Krishna Lal Middha, and MLA B.B. Batra.

CM Nayab Singh Saini highlighted that all members, despite their party affiliations, represent the people of Haryana, and once they step into the Assembly, their primary loyalty should be towards upholding its dignity and prestige. The smooth functioning of the Assembly is a collective responsibility, and every member’s words in the House echo the sentiments of millions of citizens. He reaffirmed that the Haryana Assembly would operate with a “we” mindset instead of an “I” mindset, ensuring that every member’s views are considered with seriousness and respect. As the leader of the House, he assured that democratic traditions would be upheld with integrity and inclusivity. While partisan roles may exist, all members must first recognize their shared responsibility towards the legislature. The Haryana Assembly will not only preserve traditional legislative practices but also introduce new principles and frameworks to set a benchmark in legislative governance, just as the state has achieved prominence in development and public welfare.

For effective governance, it is essential that the Haryana Assembly conducts frequent sessions to discuss crucial policies and legal frameworks. After the formation of the 15th Haryana Assembly, a commitment was made to prioritize meaningful discussions and work beyond political differences for public welfare. More questions should be raised, more debates should take place, and even disagreements should lead to constructive solutions for the people. CM Saini shared statistics from previous assemblies, reflecting the number of sessions held in the 14th, 13th, 12th, 11th, and 10th Haryana Assemblies, emphasizing the importance of legislative engagement. A productive Assembly is possible only when both the ruling and opposition members actively participate in governance. He expressed confidence that the 15th Haryana Assembly would continue fostering open and constructive discussions, respecting every voice.

The Chief Minister stressed that legislators must uphold discipline and dignity in the Assembly. While differences in opinion are natural in democracy, discussions should always maintain decorum and a positive approach. By keeping the nation’s interests at the forefront, every decision made will contribute to the larger goal of national development. He expressed faith that all members would adhere to democratic ethics, ensuring that the Haryana Assembly remains a model institution for governance and policymaking.
