Major Administrative Reshuffle in Haryana: 12 IAS and 67 HCS Officers Transferred

In a significant administrative reshuffle, the Haryana government has issued immediate transfer and appointment orders for 12 IAS and 67 HCS officers, impacting several key departments and districts across the state. The move aims to enhance governance and streamline administrative efficiency in crucial sectors.

Senior IAS officer Sudhir Rajpal, currently serving as Additional Chief Secretary for the Departments of Health and Family Welfare, Medical Education and Research, and Ayush, has now been entrusted with the additional charge of the Women and Child Development Department. This strategic shift is expected to further strengthen the administration’s focus on social welfare initiatives.

Amneet P. Kumar, who was earlier serving as Commissioner and Secretary for Women and Child Development and Archives, has been appointed as Commissioner and Secretary for Fisheries and Archives. Meanwhile, Ashima Barar, who held the position of Excise and Taxation Commissioner along with being the Secretary of the Excise and Taxation Department and Managing Director of Haryana Vidyut Prasaran Nigam, has now been given the charge of Commissioner and Secretary for the Cooperation Department, while continuing her role as MD of the power corporation.

A major reshuffle among divisional commissioners saw Phool Chand Meena, the Ambala Divisional Commissioner, being transferred to Rohtak in the same capacity. Additionally, Shekhar Vidyarthi, Director General and Secretary of the Archives Department, has been assigned additional responsibility for the Fire Services Department, an area crucial for urban safety and emergency response management.

Dushmanta Kumar Behera, currently serving as Director General and Secretary of the Rural Development and Panchayati Raj Department, has been assigned the additional charge of Transport Commissioner and Secretary of the Transport Department. Similarly, Anshaj Singh, the Director General of the Golden Jubilee Haryana Financial Management Institute and Commissioner of Rohtak, has now been transferred as Commissioner of Ambala, while continuing in his role as DG of the financial institute.

Vinay Pratap Singh, Director of the Human Resource Department and Administrator of the Trade Fair Authority of Haryana, has been given additional responsibilities as Excise and Taxation Commissioner and Special Secretary in the Excise and Taxation Department. Meanwhile, Dr. Shaleen, Director and Special Secretary of the Tourism Department, has been assigned the additional charge of Managing Director of the Haryana State Warehousing Corporation.

A series of important transfers were also made at the district level. Jhajjar Additional Deputy Commissioner and District Citizen Resource Information Officer, Saloni Sharma, has been transferred to Bhiwani in a similar role. Likewise, Harshit Kumar, Additional Deputy Commissioner of Bhiwani, has been moved to Sonipat as Commissioner of the Municipal Corporation and District Municipal Commissioner. Rahul Modi, who served as Additional Deputy Commissioner in Fatehabad, has been appointed as District Municipal Commissioner in Rewari.

Among the HCS officers, Virender Singh Sahrawat, Special Secretary in the Public Works (Buildings and Roads) Department and Chief Executive Officer of the Shivalik Development Agency in Ambala, has been appointed as Additional Labour Commissioner (Administration) and Secretary of the Haryana Traders Welfare Board. Additionally, Anurag Dhalia, Secretary-cum-CEO of Utkarsh Society, has been posted as Additional Deputy Commissioner and District Citizen Resource Information Officer in Fatehabad.

Another key appointment includes Yogesh Kumar Mehta, Secretary of the State Election Commission, who has now been assigned the additional role of Additional Director (Administration) and Special Secretary in the Department of Information, Public Relations, and Languages. Similarly, Secretary of the Haryana State Agricultural Marketing Board, Panchkula, Naveen Kumar Ahuja, has been appointed as Additional Deputy Commissioner and District Citizen Resource Information Officer in Yamunanagar.

The transfers also impacted officials in the Urban Local Bodies, Revenue, Transport, and Cooperative Departments. Officers such as Manisha Sharma, who was serving as Additional Director of Model Sanskriti Schools, has been posted as District Municipal Commissioner in Palwal, while Vivek Chaudhary, Sub-Divisional Officer (Civil) and Additional Collector in Shahabad, has been transferred as Additional Commissioner of the Municipal Corporation of Panipat.

Several high-ranking officials in the Municipal Corporations of Haryana have been reassigned. Narendra Pal Malik, CEO of the District Rural Development Agency (DRDA) and Zila Parishad in Panipat, has now been posted as a Flying Squad Officer in the Excise and Taxation Department. Similarly, Rajesh Kumar-1, who was serving as CEO of DRDA and Zila Parishad in Jhajjar, has been transferred as Joint Commissioner of the Municipal Corporation of Faridabad.

The reshuffle also brought changes in the Haryana Roadways Department. Bharat Bhushan Gogia, General Manager of Haryana Roadways, Rohtak, has now been transferred to the same position in Gurugram. Meanwhile, Faridabad Metropolitan Development Authority (FMDA) Joint Chief Executive Officer and Joint Commissioner of the Municipal Corporation of Faridabad, Sumit Kumar, has been moved to Gurugram as Joint Commissioner of the Municipal Corporation.

Key appointments were also made in the Education and Agriculture Departments. Neeraj Sharma, who was serving as Joint Director (Administration) in the Secondary Education Department and Under Secretary in the School Education Department, has been appointed as Director of the State Council of Educational Research and Training (SCERT) in Gurugram. Similarly, Anil Kumar Yadav, Under Secretary in the Department of Agriculture and Farmers’ Welfare, has been posted as Sub-Divisional Officer (Civil) in Hodal.

This large-scale reshuffling comes as part of the Haryana government’s ongoing efforts to optimize administrative effectiveness and governance across the state. With key officers being strategically repositioned, the administration is expected to deliver improved services and more efficient governance in the coming months.
