Punjab Cabinet Approves Amendments to Panchayat Election Rules, Expands PCS Cadre, and More
Chandigarh, August 29 – In a series of decisions aimed at fostering rural development and enhancing administrative efficiency, the Punjab Cabinet led by Chief Minister Bhagwant Singh Mann has approved key amendments and initiatives across various sectors.
Amendment to Panchayat Election Rules
In a landmark decision, the Cabinet has given the nod to amend Rule 12 of the Punjab Panchayat Election Rules, 1994, to prevent candidates from contesting Panchayati Raj Institution (PRI) elections on party symbols. The move is aimed at reducing political groupism at the grassroots level, which has often led to the underutilization of funds, disruption of Panchayat functioning, and even violent clashes among party groups. The decision reflects the government’s commitment to ensuring that Panchayats focus on holistic village development, free from the influence of party politics.
Expansion of Punjab Civil Services (PCS) Cadre
In another significant development, the Cabinet approved the enhancement of the Punjab Civil Services (Executive Branch) cadre strength from 310 to 369 posts. This move, taken after more than eight years, comes in response to the increasing administrative demands arising from the creation of new districts and subdivisions. Construction of Ponds Along River Ghaggar
To address the depleting groundwater levels, the Cabinet approved the construction of ponds along the River Ghaggar in Village Chandu. These ponds will collect water during floods and from canals during normal times, helping to recharge the groundwater table. The water collected can also be utilized for irrigation, benefiting farmers in the surrounding areas.
Creation of New Sessions Division in Malerkotla
In a bid to enhance judicial accessibility, the Cabinet has sanctioned the creation of a new Sessions Division in Malerkotla, with 36 new posts, including that of District and Sessions Judge. This move will bring justice closer to the residents of Malerkotla, saving them time, money, and effort by eliminating the need to travel to other districts.
Humanitarian Gesture for DSP’s Widow
In a compassionate move, the Cabinet has approved the appointment of Rupinder Kaur, widow of the late DSP Sandeep Singh, as a Naib Tehsildar. DSP Sandeep Singh tragically lost his life in a road accident while on duty during the elections in April 2024. This decision underscores the government’s commitment to supporting the families of officers who have sacrificed their lives in the line of duty.
Amendment to Punjab GST Act, 2017
The Cabinet also approved amendments to the Punjab Goods and Services Tax (GST) Act, 2017, to facilitate taxpayers and enhance compliance. Key changes include defining the role of Input Service Distributors, removing Extra Neutral Alcohol used in manufacturing alcoholic liquor from the state GST purview, and streamlining processes related to demand notices. Premature Release of Prisoners
The Cabinet approved the premature release of three life convicts confined in state jails. The cases will be submitted to the Punjab Governor under Article 161 of the Indian Constitution for consideration. This special consideration aims to balance justice with compassion, allowing for the release of prisoners under specific conditions.
Extension of Policy for House Surgeons and Physicians
To ensure the continuous delivery of quality healthcare, the Cabinet approved the extension of the Health and Family Welfare Department’s policy for engaging House Surgeons and Physicians for another year. This decision will help address staffing shortages and ensure uninterrupted medical services to the state’s residents.
Presentation of Audit Reports
Finally, the Cabinet gave the green light to table the Comptroller and Auditor General of India’s audit reports in the Punjab Vidhan Sabha during the upcoming state assembly session. This decision underscores the government’s commitment to transparency and accountability in its financial dealings.
