Punjab Government Notifies Sector-Specific Textile Committees to Revamp Industrial Policy, Key Industry Leaders Appointed as Chairpersons

In a significant move aimed at revitalizing Punjab’s textile industry and creating a more streamlined, investor-friendly business environment, the Punjab Government has officially constituted three high-level sector-specific committees to recommend comprehensive reforms and policy improvements. Announcing the development on Tuesday, Punjab Cabinet Minister Sanjeev Arora said that these committees will act as think tanks for reforming the industrial framework across spinning, weaving, apparel, dyeing, and finishing sectors of the textile value chain.

As part of this strategic exercise, three committees have been notified, each chaired by an eminent industrialist from the respective sectors. The Spinning and Weaving Committee will be led by S.P. Oswal of Vardhman Textiles, one of the most respected names in India’s textile industry. The Apparels Committee will be headed by Sandeep Jain from Monte Carlo Fashions Ltd, Ludhiana, while the Dyeing and Finishing Units Committee will be chaired by Rajnish Gupta of Bala Ji Dyeing.

Minister Arora emphasized that these committees will provide sector-specific insights and policy recommendations to the state government with the objective of framing a customized and competitive industrial policy for Punjab. The recommendations will be submitted by October 1, 2025, after thoroughly evaluating the best practices from other leading industrial states across India.

The Spinning and Weaving Committee, under the leadership of S.P. Oswal, comprises a group of influential industry experts. Among the members are Abhishek Gupta of Trident Ltd. (Barnala), Amit Jain representing CII Punjab and Shingora Textiles Ltd., and Amit Thapar, Chairman of the CII North India Export Promotion Committee and Board Member of WWE EPC. Other members include K.K. Sharma from the Amritsar Textiles & Processors Association, Kamal Dalmia of Navneet Synthetic Pvt. Ltd. (Amritsar), Priyanka Goyal of Associated Industrial Association, Ravinder Khanna from Tarpex Wool Thread LLP, Sachin Khanna of Swadeshi Woolen Mills, Sambhav Oswal from Nahar Spinning Mills, and Sidharth Khanna of Arisudana Industries. ADC (General) Ludhiana has been designated as the Member Secretary of this committee.

The Apparels Committee, chaired by Sandeep Jain of Monte Carlo, also features a well-rounded team of members from Ludhiana’s thriving apparel ecosystem. The members include Arnav Saluja from Saluja Group, Harbajan Singh of Jawand Sons, Mahesh Khanna from Shakti Corporation, Mandip Dua from KG Exports, and Manish Awasthi of Sports King. Saurabh Kejriwal from Subash Politex, Sudhir Kumar Jain representing Jain International Trade Organisation (Ludhiana), Ujwal Garg of Garg Acrylic Pvt. Ltd., Varun Mittal from Kudu Knitwear, Vinod Thapar from Knitwear & Textile Club (Ludhiana), and Yuvraj Arora of Octave are also part of this committee. The ADC (General) Ludhiana will function as the Member Secretary here as well.

For the Dyeing and Finishing Units sector, Rajnish Gupta of Bala Ji Dyeing will chair the committee. This team includes members such as Abhinav Oswal of Nahar Industrial Enterprises Pvt. Ltd., Ashok Makkar from Punjab Dyer Association (Ludhiana), and Bobby Jindal from Sri Balaji Processor. Other significant industry voices on this committee are DC Chawla from Rossy Woollen Hosiery, D.K. Ramapal of Ramal Dyeing, Mandeep Singh from Punjab Dyeing Association, Rahul Verma of Gulab Dyeing, Sanchit Sood of Oriental Textile, Subhansu Gupta from Om Processor, and Subhash Saini representing the Bhadurke Dyeing Association. Again, ADC (General) Ludhiana will serve as the Member Secretary.

All committees will be supported administratively by the Member Secretary, with additional assistance provided by the General Manager of the District Industries Centre from the Department of Industries & Commerce and sector officers from the Punjab Bureau of Investment Promotion (PBIP). The Member Secretary will be responsible for coordinating the meetings, maintaining records, and preparing the final recommendations.

Minister Arora made it clear that these committees are designed to be inclusive, with representation from a diverse mix of sub-sectors, geographies, and scales of business within the textile ecosystem. While the initial list of members has been finalized, the government may include additional members based on the requirements of the respective sectors.

The creation of these sector-specific committees is part of the Punjab Government’s broader effort to modernize its industrial policy and significantly enhance the ease of doing business in the state. By involving industry leaders directly in the policy-making process, the government hopes to build a ‘best-in-class’ regulatory and support ecosystem that fosters growth, employment, and competitiveness for Punjab’s textile sector on both national and global fronts.
