Punjab Makes History: Government Buys Private Power Plant in Groundbreaking Deal

In a monumental shift for Punjab’s energy landscape, Chief Minister Bhagwant Singh Mann announced the state’s historic acquisition of the Goindwal power plant on January 1st, 2024. This groundbreaking deal marks a decisive departure from past trends, where state governments often sold off assets at undervalued prices. Punjab, under Mann’s leadership, has made history by becoming the first to acquire a private power plant, showcasing its commitment to strengthening its energy independence and securing a brighter future for its citizens.

The 540 MW Goindwal plant, previously owned by GVK Power, was purchased for a remarkable Rs 1,080 crore, significantly cheaper than other similar acquisitions. This shrewd move signifies a victory for the state, as other plants like Korba West, Jhabua Power, and Lanco Amarkantak were purchased at much higher prices. By securing this plant, Punjab can expect a drastic increase in power generation, as the current utilization rate of 34% is set to be boosted to 75-80%. Additionally, one-third of existing PPAs with private thermals will be terminated, further solidifying the state’s control over its energy sector.

This monumental acquisition stands in stark contrast to the closure of Bathinda and Ropar thermal plants on January 1, 2018. Mann proudly declared this new chapter as a testament to his pro-people government’s dedication to bolstering Punjab’s power supply. The availability of coal from the Pachwara mine will now be optimally utilized for generating power, benefiting every facet of life within the state. Furthermore, the estimated cost per unit after acquisition with Pachwara coal is expected to be significantly lower at Rs 4.50 compared to the previous average of Rs 7.08. This translates to potential annual savings of Rs 300-350 crore, resources that can be judiciously channeled towards public welfare projects.

Beyond the immediate economic benefits, the Goindwal acquisition is expected to create new employment opportunities for the youth of Punjab, making them active participants in the state’s growth and prosperity. Mann also announced a review of the state’s existing solar power purchase agreements, highlighting the wide discrepancy between the current rate and exorbitant prices paid in the past. This move signifies a commitment to transparency and accountability, ensuring that future deals benefit the people of Punjab.

Punjab’s historic acquisition of the Goindwal power plant sets a powerful precedent for other states striving for energy independence and sustainable growth.
