Seizure of Encrypted Chinese Telecom Gear Raises Concerns Over Terror Infiltration in Jammu and Kashmir
Encounters with terrorists in Jammu and Kashmir have led to the significant seizure of highly encrypted Chinese telecom gear known as “Ultra Set,” equipment originally used by the Pakistani army that has now ended up in the hands of terror groups. This development has raised serious concerns over the potential for undetected infiltrations across the Line of Control (LoC) and the presence of terrorists potentially residing on the outskirts of cities and villages. Officials have indicated that the seizure of these mobile handsets, used primarily by foreign terrorists from Pakistan and its occupied Kashmir, underscores that terror groups are receiving training, weapons, and ammunition from state actors in Pakistan. These specialised handsets, exclusively customised by Chinese companies for the Pakistan army, were confiscated after a gunfight during the night of July 17-18 last year in the Sindarah top area of Surankote in the Poonch district of the Jammu region and on April 26 this year following an encounter in the Check Mohalla Nowpora area of Sopore in north Kashmir’s Baramulla district. Four foreign terrorists were killed in the Surankote encounter, while two were gunned down in Sopore. The “Ultra Set” handsets, also found in the south of the Pir Panjal region, combine cell-phone capabilities with specialised radio equipment that does not rely on traditional mobile technologies like Global System for Mobile (GSM) or Code-Division Multiple Access (CDMA). The device operates on radio waves for message transmission and reception, with each “Ultra Set” linked to a control station located across the border. Officials explained that the two “Ultra Sets” cannot communicate directly with each other. Instead, Chinese satellites are used to carry these messages, which are compressed to bytes from the handset to a master server in Pakistan for onward transmission. This is yet another instance of China extending help to its key ally Pakistan, officials noted. Beijing has been actively enhancing the defence capabilities of the Pakistani army along the LoC for quite some time. This support includes the construction of steelhead bunkers, the provisioning of unmanned aerial and combat aerial vehicles, the installation of encrypted communication towers, and the laying of underground fibre cables. Additionally, Chinese radar systems, such as those in the “JY” and “HGR” series, have been deployed to improve target detection capabilities, while advanced weaponry like the SH-15 truck-mounted howitzer has been observed at various locations along the LoC. These efforts are perceived as reinforcing China’s strategic interests in Pakistan-occupied Kashmir, particularly in connection with the China-Pakistan Economic Corridor (CPEC).
The repercussions of these findings are manifold. First, the discovery of these sophisticated communication devices points to a high level of coordination and technological support between terror groups and state actors in Pakistan, aided by Chinese technology. This raises the stakes for Indian security forces, who must now contend with more advanced and secure methods of communication used by infiltrators. The use of “Ultra Sets” suggests a move away from traditional communication methods, making it more challenging to intercept and decode terrorist communications. Secondly, the involvement of Chinese satellites in message transmission indicates a deeper geopolitical dimension, highlighting China’s direct and indirect involvement in regional conflicts through technological and military support. This complicates the security dynamics in Jammu and Kashmir and along the LoC, as India must now address both Pakistani and Chinese influences in its counter-terrorism operations. Furthermore, the enhancement of Pakistani defence infrastructure with Chinese assistance, including the construction of bunkers and installation of advanced radar and weaponry, signifies a robust military collaboration aimed at bolstering Pakistan’s position along the LoC. This not only escalates the military preparedness on the Pakistani side but also necessitates a corresponding increase in vigilance and defence capabilities on the Indian side. The ongoing developments also underscore the strategic significance of the China-Pakistan Economic Corridor (CPEC), which traverses through Pakistan-occupied Kashmir. China’s investment in strengthening Pakistani military capabilities in this region aligns with its broader economic and strategic objectives. This interplay between economic interests and military collaboration further complicates the security scenario in the region.
