Tragic Deaths of Civil Services Aspirants Highlight Negligence and Regulatory Failures in Delhi’s Coaching Centres
In a somber address to the Rajya Sabha, Education Minister Dharmendra Pradhan attributed the deaths of three civil services aspirants at Rau’s IAS Study Circle in Old Rajinder Nagar, New Delhi, to negligence. This tragic incident has ignited a fierce debate over the regulation and oversight of coaching centers in the capital.
Pradhan emphasized the need for accountability, stating, “There was negligence. Only when accountability is fixed, will there be a solution… It is our responsibility to ensure that such an incident is not repeated,” as reported by ANI. The incident, involving the deaths of Shreya Yadav, Tanya Soni, and Niwin Dalwin, has raised critical questions about the safety and regulation of coaching centers.
In a previous session of the Lok Sabha, Pradhan highlighted the government’s efforts to regulate coaching centers, noting that guidelines were issued in January of this year. He criticized the lax enforcement and the existence of unapproved facilities, which he referred to as becoming a “mafia.” Pradhan’s pointed question to the government, “Without an approved building, without any facility, some of the coaching centers become mafia… is the government going to take any action?” underscores the urgency of the situation.
Political Reactions and Accountability
The Bharatiya Janata Party (BJP) has placed the blame on the Aam Aadmi Party (AAP) for the deaths. BJP MP Sudhanshu Trivedi expressed deep disappointment over the perceived lack of remorse from those responsible, stating, “The government which should have regulated the coaching institutes seriously failed to do so. The incident which took place is very unfortunate… It is sad that those who were responsible for them, not only did they not shed any tears nor did they have any tension on their faces.”
Municipal Corporation of Delhi’s Actions
Following the tragedy, the Municipal Corporation of Delhi (MCD) faced criticism for its slow response. However, decisive actions were taken, including the termination of a junior engineer and the suspension of an assistant engineer in connection with the incident. The MCD also launched an anti-encroachment drive, sealing 13 illegal coaching centers, including Rau’s IAS Study Circle.
MCD Commissioner Ashwani Kumar confirmed that proactive measures are being implemented to prevent future incidents. He stated, “A junior engineer has been terminated and an assistant engineer suspended in connection with the deaths at the coaching center.” Kumar also outlined a three-front approach to addressing the issue: demolishing encroachments over stormwater drains, sealing illegal basements, and holding maintenance engineers accountable for waterlogging.
Safety Concerns and Infrastructure Issues
The incident at Rau’s IAS Study Circle, where the basement was flooded due to heavy rain, has highlighted significant safety concerns. The MCD’s focus on illegal basements that pose safety threats and encroachments that hinder stormwater drain cleaning is a crucial step toward addressing these issues. Kumar stated, “We worked on three fronts. Encroachments covering stormwater drains, due to which its cleaning was not easy, are to be demolished. Action has been initiated against illegal basements which are a threat to safety.”
In addition to administrative actions, the police have arrested seven individuals in connection with the incident. This underscores the serious legal repercussions for those found responsible for the negligence that led to the deaths of the three IAS aspirants.
