UPYOG: Revolutionizing E-services for Urban Local Bodies in Punjab

The government of Punjab, led by Chief Minister Thakur Sukhvinder Singh Sukhu, is poised to revolutionize the citizen experience of public services in urban areas. Aiming to transform urban governance through technology integration, the state is implementing the Urban Platform for DeliverY of Online Governance (UPYOG) platform across all 60 Urban Local Bodies (ULBs).

This initiative, signed under the National Urban Digital Mission (NUDM), is a tripartite agreement between the Punjab government, the Ministry of Housing and Urban Affairs (MoHUA), and the National Institute of Urban Affairs (NIUA). UPYOG promises to digitize and transform urban services by providing a unified online portal for citizens across the state.

Implementation and Impact:

To ensure smooth implementation, a State Project Monitoring Unit (SPMU) will be established to oversee the UPYOG platform. The initiative also incorporates two crucial components:

  • Drone-based Geographical Information System (GIS) for Property Mapping & Survey: This will create comprehensive property records within ULBs.
  • Door-to-Door Parivar Survey for Generating Parivar Register: This will establish a comprehensive family register for each ULB, aiding in targeted service delivery.

Chief Minister Sukhu emphasizes that UPYOG, with its micro-service-based digital infrastructure, will significantly enhance citizen access to urban services and streamline administrative processes. He further highlights the platform’s potential to bring about a transformative change, making municipal administration simpler, more responsive, transparent, and accountable.

The implementation of UPYOG marks a significant step towards enhancing transparency, efficiency, and coordination in urban governance across Punjab. This initiative signifies the state government’s commitment to leveraging technology for improved service delivery and citizen empowerment.
