Himachal Chief Minister says reshuffle will be discussed with party high command; also announces proposed INDIA bloc rally in Delhi over electoral roll revision during media interaction in Shimla

SHIMLA: Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu has signalled a possible expansion and reshuffle of his Cabinet before the Congress government completes four years in office in December, placing renewed focus on ministerial appointments and the party’s preparations for the 2027 Assembly elections.
Interacting with the media after inaugurating two extension buildings at the Himachal Pradesh Secretariat in Shimla, Sukhu said any decision on expanding or reshuffling the Council of Ministers would be taken after consultations with the Congress high command. His remarks come as the state’s ruling party enters a politically significant phase, with the next Assembly election due in 2027.
The Chief Minister said the government had completed three years, 10 months and seven days in office. He indicated that the Cabinet question would be discussed with the party leadership, making clear that a final decision had not yet been announced.
Cabinet changes in focus ahead of Assembly polls
The prospect of a Cabinet expansion has remained a subject of political discussion in Himachal Pradesh, where the Congress government is approaching the final year of its current term. Any changes to the ministerial team could influence the distribution of responsibilities, regional representation and the party’s organisational priorities ahead of the election.
For Sukhu, the challenge will be to balance administrative performance with the expectations of party legislators and the Congress organisation. A reshuffle, if approved, could also provide an opportunity to reassess ministerial portfolios and strengthen coordination between the government and the party ahead of the campaign period.
The Chief Minister, however, did not announce any names or confirm a date for the exercise. He said the matter would be taken up with the high command, underlining the role of the central leadership in decisions concerning the state Cabinet.
The Congress will face the BJP in the next Assembly election, with governance, employment, the state’s finances, public services and the implementation of party commitments likely to remain important areas of political debate. The impact of any Cabinet changes will depend on the decisions eventually taken and how they are received within the party and among voters.
Sukhu backs INDIA bloc protest over SIR
During the same interaction, Sukhu said opposition parties were preparing for a major rally in Delhi against the Special Intensive Revision (SIR) of electoral rolls. He said leaders from INDIA bloc parties were expected to participate, although he did not announce a date for the proposed gathering.
The Chief Minister argued that opposition parties had a constitutional responsibility to raise concerns about electoral processes. He said the Congress, under Rahul Gandhi’s leadership, was taking the issue forward and seeking to make the public aware of what it alleges are irregularities in the revision exercise.
Sukhu also said the implications of SIR would be felt across the country, suggesting that the debate extended beyond any one state or election. The opposition has raised concerns about voter-list revision, while the Election Commission’s procedures are intended to maintain accurate electoral rolls. The competing claims remain part of a wider national political debate.
With Assembly elections approaching in Himachal Pradesh and other states, the issue could feature more prominently in opposition coordination. However, the proposed rally and its potential political impact remain separate from the question of whether specific allegations about electoral rolls can be substantiated.
Administrative reorganisation commission to examine boundaries
Sukhu also defended the state government’s decision to establish a commission to examine the possible reorganisation of administrative units. Responding to questions about opposition plans to challenge the move, he said the government was prepared to face legal and political scrutiny.
He said the commission would study geographical and demographic factors relating to blocks, tehsils and districts before making recommendations. Its review could consider district and tehsil boundaries, the structure of Sub-Divisional Magistrate blocks and the reassignment of areas between districts, where considered necessary.
According to Sukhu, two members had recently joined the commission, and arrangements were being made to provide them with office space so that work could begin.
The proposed exercise could have implications for local administration and public access to government services. Its eventual recommendations, as well as the legal and administrative process required to implement any changes, will determine the extent of the reorganisation.
Congress enters a crucial phase
Sukhu’s remarks bring together two issues facing the Congress as the 2027 election approaches: the management of its government in Himachal Pradesh and its participation in the national opposition’s campaign on electoral reforms.
The Cabinet expansion remains subject to consultation with the party high command, while the proposed Delhi rally reflects the Congress’s stated intention to continue challenging the SIR process. Neither development, by itself, establishes how voters will respond in the next Assembly election.
For the Himachal Congress, the coming months will be important in demonstrating administrative delivery, maintaining party cohesion and explaining its position on national and state-level issues. The BJP, meanwhile, is expected to scrutinise the government’s decisions and performance as the electoral contest draws closer.
The immediate question is when the Congress leadership will take a final call on Cabinet changes. Sukhu’s latest comments have renewed attention on that decision, but the timing, names and scope of any expansion or reshuffle remain unconfirmed.
