Haryana Chief Minister Nayab Singh Saini has issued strict directives to all district commissioners (DCs) to ensure the thorough cleaning of drains and desilting of canals before the arrival of the monsoon season. The Chief Minister emphasized that preventing waterlogging and strengthening flood control mechanisms should be a top priority for the administration. He urged officials to regularly review the progress of ongoing flood control projects and ensure their timely completion. Any negligence or delay in project execution will lead to strict action against the responsible officials, as per the CM’s directives.
Chairing the 56th meeting of the Haryana State Drought Relief and Flood Control Board, CM Nayab Singh Saini stated that the state is committed to implementing comprehensive flood mitigation strategies. During the meeting, Irrigation and Water Resources Minister Shruti Choudhary was also present. The Chief Minister laid special emphasis on infrastructure improvements, including the construction of stone studs, stone steeping, drain remodeling, permanent pump houses, pipeline installations in low-lying areas, and effective drainage systems for floodwaters. He directed authorities to reinforce embankments along villages to prevent riverbank erosion and safeguard communities from potential floods.
The Chief Minister ordered a detailed review of the stone studs built across the state to control flooding, emphasizing the need for timely maintenance. To streamline this process, he instructed the creation of an online portal where district commissioners would conduct surveys of flood control structures. If any irregularities or lapses are detected, strict legal action, including FIRs against the concerned contractors, must be initiated without delay.
Addressing another crucial environmental concern, CM Nayab Singh Saini directed all district commissioners to ensure that no untreated sewage or polluted water is discharged into the Yamuna River. He underscored that maintaining the cleanliness of the Yamuna is a collective responsibility, and alternative wastewater management solutions must be explored. The Chief Minister specifically instructed the DCs of Panipat, Sonipat, Palwal, and Yamunanagar to set up sewage treatment plants (STPs) in their respective districts to prevent contaminated water from polluting the river.
He reaffirmed Haryana’s commitment to permanently restoring the Yamuna’s cleanliness and directed officials to monitor the functioning of six STPs at Masani Barrage in Rewari, ensuring their efficient operation and maintenance. The Chief Minister further emphasized that irrigation water distribution must be equal and systematic, ensuring that farmers across the state receive an adequate water supply. Proper management of all available water sources is essential to prevent any region from facing water shortages, he stated.
CM Nayab Singh Saini also directed officials to undertake the cleaning, repair, and remodeling of major canals in the state, preparing a priority list to ensure that all pending projects are completed promptly. He stressed that canal cleaning should be conducted annually to maintain uninterrupted water flow. The Chief Minister also issued instructions to ensure sufficient drinking water supply during the upcoming summer season. Necessary arrangements must be made for reservoir cleaning, raw water supply, and an adequate number of tankers to meet water demand.
The Haryana State Drought Relief and Flood Control Board has approved 352 flood control projects amounting to ₹657.99 crore (State Head + HWRA Fund). The Chief Minister instructed that all short-term flood control projects and pump procurement should begin immediately and be completed before June 30. Meanwhile, medium and long-term projects proposed by the Irrigation and Water Resources Department will be launched after the pre-flood review meeting in May. Officials informed that 619 flood control projects have already been completed, while work on 302 projects is currently in progress.
The meeting also reviewed the procurement of pumps, motors, panels, and pipelines for draining floodwaters from high sub-surface water level (SSWL) areas, particularly those prone to permanent waterlogging. The Chief Minister obtained district-wise reports from all DCs on the status of short-term, medium-term, and long-term flood control projects, directing them to ensure strict adherence to deadlines.
As part of Haryana’s sustainable water management strategy, CM Nayab Singh Saini emphasized the need to educate farmers on crop diversification. He directed officials to launch special awareness campaigns to encourage farmers to shift from water-intensive crops like paddy to alternative, less water-consuming crops.
The meeting was attended by Chief Secretary Anurag Rastogi, Additional Chief Secretary and Financial Commissioner (Revenue and Disaster Management) Dr. Sumita Mishra, Principal Secretary to CM Arun Kumar Gupta, Additional Chief Secretary of Irrigation and Water Resources Anurag Aggarwal, Chairperson of Haryana Water Resources Authority Keshni Anand Arora, and senior officials from various departments.
