Gurugram witnessed a high-profile and message-driven celebration of the 77th Republic Day as Haryana Chief Minister Nayab Singh Saini unfurled the national flag and delivered a wide-ranging address outlining the state’s economic, social and governance priorities. From youth employment and women empowerment to law and order, farmer welfare and investment-led growth, the Chief Minister projected Haryana as a key contributor to India’s development journey and a frontrunner among investor-friendly states.
The Chief Minister began the day by paying floral tributes at the martyrs’ memorial, honouring the sacrifices of freedom fighters and soldiers. He then took the salute at the ceremonial parade, reviewing contingents of Haryana Police, Women Police, Home Guards and Scouts, symbolising discipline, security and civic participation.
In his address, CM Saini described Haryana as a state redefining prosperity through transparent governance and people-centric development. He said the government’s focus was on translating policy into real outcomes on the ground, aligned with Prime Minister Narendra Modi’s vision of a developed India. According to the Chief Minister, Haryana is moving forward with the guiding principle of governance for the people, by the people and of the people, with special emphasis on welfare delivery and institutional reform.
Reflecting on governance reforms, CM Saini said Republic Day is not only a reminder of the nation’s constitutional journey but also an opportunity to assess present achievements and future direction. He pointed out that while governments had changed in the past, systemic reforms had often lagged. He said his government had committed to structural change through a comprehensive reform agenda, under which dozens of policy commitments had already been fulfilled within the first year, while the remaining were progressing rapidly. He highlighted initiatives such as transparent recruitment, online registration systems, digital transfers, educated panchayats and targeted welfare delivery as examples of a new administrative culture being institutionalised in Haryana.
Positioning Haryana as a key economic contributor, the Chief Minister said the state, despite accounting for a small share of India’s geographical area and population, makes a disproportionately high contribution to national GDP. He noted that Haryana ranks among the top states in per capita income and GST collection per capita, and has also emerged as a top performer in ease of doing business and logistics efficiency. He also underlined Haryana’s strong performance in international sports, where athletes from the state continue to bring home a significant share of medals for India.
CM Saini said Haryana has become a preferred destination for domestic and global investors, supported by simplified procedures, time-bound approvals and digital service delivery. He said a large number of micro, small and medium enterprises have been set up in recent years, generating substantial employment. The government, he said, has streamlined regulatory processes, reduced compliance burdens and ensured that most business services are available online with fast-track approvals.
Highlighting regional industrial expansion, the Chief Minister referred to major manufacturing and infrastructure projects across the state. He cited large automobile and manufacturing investments, the emergence of Gurugram as a global IT and startup hub, and the development of new logistics, electronics and industrial clusters in multiple districts. He said these initiatives are aimed at balanced regional development so that growth is not confined to a few urban centres.
On youth employment, CM Saini said securing the future of young people remains a top priority. He highlighted large-scale government recruitment, skill development initiatives and legal safeguards for contractual workers. He said thousands of young people have already been provided government jobs and skill training, and further efforts are underway to strengthen employability and career pathways. He also referred to legislative measures to curb illegal migration and fraudulent travel practices, stating that the government is acting firmly to protect youth from exploitation.
The Chief Minister placed strong emphasis on women empowerment, calling it central to Haryana’s development vision. He said women’s participation is being strengthened through financial support, entrepreneurship, political representation and access to education. He highlighted welfare schemes providing direct financial assistance to women, subsidised cooking gas connections, expanded leadership roles in local governance and large-scale promotion of women-led self-help groups and enterprises. According to him, these measures are aimed at ensuring that women are economically independent, socially empowered and better represented in decision-making.
Law and order was another key focus of the address. CM Saini said a strong security environment is the foundation of development. He cited ongoing operations against organised crime, drug trafficking and illegal activities, stating that thousands of offenders have been arrested and significant illegal assets seized. He said these actions reflect the government’s zero-tolerance approach to crime and its commitment to ensuring a safe environment for citizens and investors alike.
On agriculture, the Chief Minister reiterated that farmers remain central to Haryana’s policy framework. He said Haryana is among the few states procuring a wide range of crops at minimum support price, ensuring income stability for farmers. He also referred to compensation mechanisms for crop loss, abolition of certain charges, tenancy law reforms and strict action against spurious agricultural inputs. He highlighted the use of modern technologies such as drones, remote sensing and digital tools to improve farm productivity and resilience, positioning Haryana as a leader in technology-enabled agriculture.
Speaking about Gurugram, CM Saini described the city as a symbol of the convergence of education, tradition and modern innovation. He said Gurugram’s emergence as a global business and technology hub reflects the success of policy stability, infrastructure development and entrepreneurial energy. With a strong presence of multinational companies, startups and service-sector leaders, Gurugram, he said, represents the new face of Haryana’s urban growth.
The celebrations also featured cultural performances by school students, showcasing India’s diverse traditions. The Chief Minister honoured martyrs’ families and individuals who have made notable contributions in various fields. He also announced financial incentives for participating students and declared a holiday for schools, underlining the government’s emphasis on youth and cultural engagement.
Senior civil, police and judicial अधिकारियों, along with district administration officials and public representatives, were present at the ceremony, reflecting coordinated participation across institutions.
Overall, the Republic Day event in Gurugram was used as a platform to project Haryana’s development narrative, highlighting economic strength, governance reforms, social inclusion and future-focused policies.
