Himachal Budget Session Turns Turbulent as BJP Targets Government Over Alleged Rise in Mafia Activities

The second day of the Budget Session of the Himachal Pradesh Legislative Assembly opened amid intense political confrontation, with the opposition Bharatiya Janata Party launching a sharp attack on the ruling government over allegations of deteriorating law and order and the alleged proliferation of organised criminal networks across the state.

Even before the House proceedings commenced, BJP legislators staged a coordinated protest outside the विधानसभा परिसर, signalling the confrontational tone that would dominate the day’s political discourse. Led by Leader of the Opposition and former Chief Minister Jairam Thakur, party leaders assembled with placards and raised slogans accusing the government led by Sukhvinder Singh Sukhu of failing to curb what they described as the growing influence of various “mafias” operating in the state.

Addressing the media during the protest, the opposition leader alleged that multiple forms of organised illegal activity—including drug trafficking, illegal mining, forest exploitation, scrap trade irregularities and illicit liquor networks—had expanded under the current administration. He claimed that these activities were not only undermining governance but also affecting the daily lives of ordinary citizens.

To substantiate the allegations, the BJP cited a series of incidents from different districts. One of the key claims related to a case in Sirmaur district, where permission was reportedly granted for limited tree felling, but significantly higher numbers of trees were allegedly cut in violation of regulations. The opposition termed this a serious lapse in oversight and environmental governance.

Another incident highlighted by the BJP involved the Dharampur region of Mandi district, where large quantities of timber were allegedly stored without authorisation. According to the opposition’s account, the material was later disposed of in a river in an attempt to eliminate evidence when scrutiny intensified. These claims, though yet to be independently verified in the Assembly, have added to the political pressure on the government.

The opposition also pointed to recent firing incidents reported in industrial and semi-urban regions such as Una and Baddi, arguing that such developments were unusual for a state traditionally perceived as peaceful. These references were used to question the overall law-and-order situation and to suggest a decline in administrative control.

The BJP leadership criticised the ruling party’s earlier promises of systemic reform, arguing that the situation on the ground contradicted claims of improved governance. The opposition maintained that instead of curbing illegal networks, the state had witnessed their expansion, raising concerns about institutional accountability.

Party leaders made it clear that the issue would not remain confined to street protests. They announced plans to raise the matter forcefully inside the Assembly, ensuring that it becomes a central point of debate during the ongoing Budget Session. The opposition also indicated that its agitation would continue until what it described as “effective and visible action” is taken against those involved in alleged illegal activities.

The ruling government has yet to formally respond in detail to the specific allegations raised during the protest, but sources suggest that the administration is expected to address the concerns during legislative discussions. Political observers note that such confrontations are not uncommon during budget sessions, where opposition parties often use the platform to challenge the government’s performance across sectors.

The developments underscore an increasingly charged political environment in Himachal Pradesh, where governance issues, law enforcement, and development priorities are becoming key points of contention between the treasury and opposition benches. As the session progresses, the debate is likely to intensify, with both sides seeking to shape public perception ahead of future political contests.
