On February 24, 2025, Haryana’s Chief Minister Nayab Singh Saini unveiled the Bharatiya Janata Party’s (BJP) manifesto, termed the ‘Sankalp Patra,’ for the forthcoming municipal elections. This comprehensive document outlines 21 pivotal commitments aimed at enhancing urban development, infrastructure, and public welfare across the state.

During a press conference at the party’s state headquarters in Rohtak, Chief Minister Saini emphasized that the manifesto serves as a detailed roadmap for Haryana’s progressive urban transformation. He highlighted that the ‘Sankalp Patra’ addresses the aspirations and requirements of diverse demographic groups, including farmers, youth, women, entrepreneurs, and laborers. Saini stated, “This document reflects the public’s suggestions and their collective aspirations.”

BJP state president Mohan Lal Badoli and Sankalp Patra Committee convener Vipul Goyal echoed Saini’s sentiments, describing the manifesto as a blueprint for Haryana’s progressive urban growth. Badoli noted that the manifesto is the result of extensive grassroots engagement, ensuring that it encapsulates the genuine needs and expectations of Haryana’s urban populace.

Key Initiatives and Welfare Measures

A significant highlight of the manifesto is the promise to grant ownership rights to families residing on specific lands, particularly ‘shamlat land,’ for over 20 years in both rural and urban regions. This initiative aims to provide land registration and legal recognition to these long-term inhabitants, thereby securing their property rights. Additionally, homes registered under women’s names are slated to receive a 25% exemption on house tax, promoting female property ownership and financial empowerment. The manifesto also addresses the regularization of unauthorized colonies, ensuring that residents of these areas gain access to essential civic amenities and legal protections.

In a move to alleviate financial burdens, the BJP has pledged to waive charges for sewerage and water connections. Furthermore, house tax structures will be simplified for villages incorporated within municipal boundaries, and special tax relief will be extended to homes constructed on agricultural land. These measures are designed to foster equitable urban development and reduce the fiscal pressures on residents transitioning from rural to urban administrative frameworks.

The manifesto places a strong emphasis on inclusivity and public health. It proposes the installation of at least one ‘pink toilet’ equipped with sanitary napkin vending machines in each urban market, addressing the sanitation needs of women. To promote health and well-being, the development of oxygen parks, open gyms, and smart streets in urban parks is also envisioned. These facilities aim to provide residents with accessible spaces for recreation and physical fitness, thereby enhancing the quality of urban life.

Urban Development and Sustainability

The BJP’s ‘Sankalp Patra’ outlines a strategic vision for sustainable urban growth. It includes plans to construct smart roads across all local bodies, establish sewage treatment plants to manage industrial and chemical waste, and provide financial assistance to small businesses and street vendors. The manifesto also advocates for the creation of modern service centers to streamline governance processes and the establishment of high-quality libraries in tier-2 and tier-3 cities, fostering educational advancement and digital literacy.

To enhance urban infrastructure, the party commits to doubling the number of streetlights in each urban ward, ensuring well-lit and safer streets. The sanitation workforce is set to be expanded, with the construction of free public toilets for women to improve hygiene standards. Moreover, the manifesto addresses environmental concerns by proposing the installation of machines for the disposal of green waste in parks and the promotion of solar energy projects. Energy-efficient streetlights are also planned to reduce the urban carbon footprint.

Addressing the issue of stray animals, the BJP plans to implement measures for their shelter and population control, ensuring harmonious urban living conditions. The manifesto also promises to tackle urban flooding by enhancing drainage systems and implementing effective water management strategies.

Modernized Urban Transport and Facilities

In a bid to modernize urban transportation, the manifesto proposes the introduction of electric buses through public-private partnerships in cities, aiming to reduce pollution and provide efficient public transit options. Online service centers are to be established at the ward level, granting citizens easy access to digital services and facilitating transparent governance.

To alleviate traffic congestion, the construction of multi-level parking facilities is planned. The manifesto also includes provisions for dedicated crematorium vehicles in all cities, ensuring dignified and accessible services for all communities. The establishment of wet and dry waste disposal plants is aimed at promoting effective waste management and environmental sustainability.

Chief Minister Saini expressed confidence in the BJP’s prospects for the upcoming civic body elections, attributing it to the party’s proactive approach and the public’s trust in its governance. He remarked, “The Congress has always lagged in election preparations, and their old workers are joining the BJP. This shows that the Congress’s defeat is certain in the civic body polls, and the BJP will form a triple-engine government to accelerate developmental works.” Saini further criticized the opposition, stating that the Congress has been reduced to just one family in Haryana, with no significant presence in the state’s political landscape.

The ‘Sankalp Patra’ reflects the BJP’s commitment to fostering inclusive urban development, enhancing infrastructure, and improving the quality of life for all residents of Haryana. By addressing a wide spectrum of issues—from property rights and taxation to sanitation and digital governance—the manifesto aims to build a resilient and progressive urban environment in the state.
