
Haryana CM Nayab Singh Saini Calls Budget a Reflection of Policy, Intent, and Vision

Haryana Chief Minister Nayab Singh Saini has emphasized that a budget is not merely an account of government expenditures but a document that reflects the administration’s policy, intent, and vision. Addressing the final day of the budget session in the Haryana Assembly, he assured the people of Haryana that the announcements made in the budget would be implemented at three times the expected pace to ensure rapid development and effective governance.
Saini acknowledged the constructive contributions of all members in making the budget session a success through their assessments, perspectives, and positive suggestions. He urged legislators from both the ruling and opposition parties to work collectively for the state’s development, rather than functioning as adversaries. He stressed that the budget is a roadmap for progress and called on all members to help extend its benefits to Haryana’s 2.8 crore citizens.
Terming this session as the “Session of Development,” he pointed out that it was one of the longest budget sessions in Haryana’s history, marked by in-depth discussions on various aspects of governance and expenditure. He reiterated that Haryana would play a leading role in achieving Prime Minister Narendra Modi’s vision of making India a developed nation by 2047.
Reflecting on his role, Saini stated that presenting the 11th budget of the state was an honor and privilege for him. He acknowledged the significance of the number 11 in Indian traditions and noted that this was the 11th year of his government, marking its third consecutive term in service to Haryana. He highlighted that the budget session commenced on March 7 and that he presented the development-focused budget for the financial year 2025-26 on March 17, the 11th day of the session.
The Chief Minister noted a shift in Haryana’s legislative practices, mentioning that earlier budget discussions were limited to debates. However, in recent years, the state has adopted a more constructive approach, incorporating meaningful discussions and valuable suggestions. He said this year’s budget session would be remembered for its focus on empowering women, upholding their dignity, and fulfilling their aspirations.
Saini reaffirmed his commitment to Haryana’s development, stressing that revenue generation and the efficient utilization of every rupee for public welfare are his government’s top priorities. He also expressed gratitude to the Speaker of the Assembly for conducting the session in accordance with parliamentary procedures and for giving every member the opportunity to express their views. He noted that this year’s budget speech was the longest ever delivered in the state assembly and appreciated the legislators for their patience and engagement in listening to the detailed financial roadmap.
