Haryana CM Seeks GST Exemption on 10 Farm Machines to Combat Stubble Burning

Chandigarh, Haryana: Haryana Chief Minister Nayab Singh Saini has once again demonstrated his commitment to the state’s farmers by urging the central government to exempt 10 key agricultural implements used in crop residue management from Goods and Services Tax (GST). In letters addressed to Union Finance Minister Nirmala Sitharaman and Union Agriculture Minister Shivraj Singh Chouhan, CM Saini highlighted the critical role of Haryana’s farmers in contributing to the nation’s food security and the state’s leadership in the agricultural sector.

CM Saini emphasized the growing problem of stubble burning, which has severe consequences for public health and is closely monitored by the Supreme Court and the Commission for Air Quality Management. He noted that Haryana’s farmers are increasingly adopting new technologies and utilizing advanced machinery for crop residue management. The state government, in collaboration with the central government, has been providing subsidies on these machines, leading to a 39% reduction in stubble burning incidents in 2024 compared to 2023.

To further address this issue, the Haryana government has formulated a plan for 2025, which includes allocating approximately Rs 200 crore for subsidies on crop residue management machines. The total cost of these machines is estimated to be around Rs 500 crore, with GST (at 12%) adding an extra burden of nearly Rs 60 crore on farmers.

CM Saini has requested the Union Finance Ministry to exempt the following agricultural implements from GST: Rotavator, Disc Harrow, Cultivator, Zero Drill, Super Seeder, Straw Baler, Hay Rake, Slasher, Reaper Binder, and Tractor Mounted Spray Pump. He believes that this exemption would encourage farmers to adopt these technologies and machines, thereby significantly reducing air pollution caused by stubble burning.

The Chief Minister’s initiative underscores the Haryana government’s proactive approach to environmental protection and its dedication to supporting the state’s farming community.
