The Himachal Pradesh government, under Chief Minister Thakur Sukhvinder Singh Sukhu, has unveiled a comprehensive financial support package for fishermen, aimed at modernising the fisheries sector, improving household incomes and expanding sustainable fishing practices across the state.
The new initiatives provide substantial subsidies on fishing boats and essential fishing equipment, with the government offering up to 70 per cent assistance for boats and as much as 90 per cent subsidy on selected fishing nets.
Under the Fishing Boat Subsidy Scheme, eligible fishermen operating in the state’s major reservoirs will receive 70 per cent financial assistance towards the purchase of a fishing boat. With the prescribed unit cost fixed at Rs. 50,000, the government will contribute Rs. 35,000, while the beneficiary will have to bear only Rs. 15,000.
The scheme is particularly aimed at strengthening the fishing fleet in major water bodies, including Gobind Sagar, Pong Dam, Chamera, Ranjit Sagar and Kol Dam. The government expects the initiative to improve safety and efficiency on the water while enabling fishermen to increase their fishing activity and income.
To qualify for the boat subsidy, an applicant must be an active member of a registered Primary Fisheries Cooperative Society and must have completed a minimum of 50 fishing days during a financial year. The eligibility criteria are designed to ensure that the benefits reach genuinely active members of the fishing community.
### 90% subsidy on fishing nets
The government has also introduced significant support for fishing gear, with a 90 per cent subsidy on cast nets and gill nets.
Under the scheme, riverine fishermen will be able to obtain cast nets priced at Rs. 3,000 by contributing just Rs. 300. The remaining Rs. 2,700 will be borne by the government as subsidy.
Similarly, fishermen operating in reservoirs will receive gill nets costing Rs. 5,000 for a beneficiary contribution of only Rs. 500, with the government providing the remaining Rs. 4,500.
The initiative is intended to make quality fishing equipment more accessible to fishermen while encouraging responsible and sustainable fishing practices. By reducing the cost of essential equipment, the government expects to support productivity and contribute to higher fish production from the state’s rivers and reservoirs.
### Thousands of fishermen to benefit
The programme has a substantial beneficiary base. As many as 4,000 active riverine fishermen will receive subsidised cast nets, while 3,000 active reservoir fishermen will be provided gill nets.
The assistance will be delivered through the Direct Benefit Transfer mechanism, ensuring that the financial support reaches eligible beneficiaries directly.
Fishermen seeking benefits under the gear subsidy scheme must possess a valid fishing licence issued by the Fisheries Department and should have held the licence for at least three consecutive years.
### Sukhu government’s focus on the blue economy
Chief Minister Thakur Sukhvinder Singh Sukhu said the government is pursuing a focused strategy to turn fisheries into a stronger and more sustainable source of livelihood and employment in Himachal Pradesh.
He said the schemes are designed not merely as financial assistance but as an investment in the state’s rural economy. By helping fishermen acquire better boats and modern fishing equipment, the government aims to improve productivity, strengthen incomes and create greater economic opportunities for rural communities.
The Chief Minister also emphasised the government’s broader focus on developing the blue economy in Himachal Pradesh. According to him, strengthening fisheries can generate new livelihood opportunities for rural youth while improving the socio-economic condition of fishing communities.
The government expects the initiatives to have a wider economic impact by increasing fish production, encouraging value addition and creating additional avenues for income generation across the fisheries value chain.
The subsidy measures underline the Sukhu government’s approach of combining direct financial assistance with sector-specific interventions, with the larger objective of making fisheries a more productive, sustainable and employment-oriented sector in Himachal Pradesh.
