Pre-Budget Consultation Meeting: CM Nayab Singh Saini’s Move Towards an Inclusive Budget

A pre-budget consultation meeting was held under the chairmanship of Haryana Chief Minister Nayab Singh Saini at Red Bishop in Panchkula. The meeting was attended by all cabinet ministers, state ministers, MLAs, and administrative secretaries, with the objective of gathering comprehensive and inclusive suggestions for the financial year 2025-26 budget. The Chief Minister engaged in discussions with various stakeholders to ensure that the budget addresses the needs and aspirations of all sections of society. This initiative reflects the government’s commitment to presenting a budget that is inclusive and caters to the diverse requirements of the state.

Chief Minister Nayab Singh Saini, who also holds the finance portfolio, stated that the budget would not only address immediate needs but also focus on long-term objectives. He mentioned that this would be the first budget of Haryana government’s third term under the leadership of Prime Minister Narendra Modi, aimed at accelerating the state’s development. The Chief Minister emphasized that key suggestions included in the budget would be crafted keeping in mind the welfare of Haryana’s 2.80 crore people.

On the first day of the pre-budget consultation on March 3, legislators from both the ruling party and the opposition presented their suggestions. The Chief Minister attentively listened to these recommendations and assured that they would be considered in the upcoming budget. The meeting was also attended by Chief Secretary Anurag Rastogi, Principal Secretary to CM Rajesh Khullar, and other senior officials of the state government. This initiative highlights the government’s intent to draft a progressive budget by accommodating inputs from all sides.

To make the budget more inclusive, the Chief Minister had already held discussions with experts and stakeholders from various sectors in the past few days. On January 2, a meeting was held in Gurugram with industry associations and chartered accountants to gather their insights. Similarly, consultations were conducted with agricultural scientists, FPOs, progressive farmers, startups, women entrepreneurs, and representatives from the textile industry in Hisar. For the first time, suggestions were also invited from the general public through an online portal, which received around 10,000 inputs.

The meeting reflected a strong focus on women empowerment, with the Chief Minister allowing women legislators to present their suggestions first. Congress MLA Geeta Bhukkal was the first to share her views, followed by other women legislators who provided detailed suggestions on budgetary matters. Opposition legislators also welcomed this initiative and expressed gratitude to the Chief Minister for continuing the tradition started by former CM Manohar Lal of inviting suggestions before the budget.

Out of the 90 legislators, 40 were first-time elected representatives, who were provided with an “open house” platform to present their regional demands and budget-related suggestions directly to the Chief Minister. The legislators also demanded the establishment of an MLA Development Fund and requested an increase in the development fund limit of Rs 5 crore over five years. The Chief Minister listened attentively to these demands and assured them of appropriate solutions.

Chief Minister Nayab Singh Saini highlighted that valuable suggestions received from different sections would be incorporated into the budget to ensure balanced development across the state. He asserted that the budget would not merely be a statement of revenue and expenditure but a strategic plan to strengthen the state’s economy and create more employment opportunities.

The second day of the pre-budget consultation meeting is scheduled for March 4, with two sessions in which legislators will present their suggestions. The Chief Minister had personally invited all legislators to participate in the meeting through formal letters. The suggestions provided by the legislators were also recorded by the concerned department officials, with the assurance that they would be prioritized in the budget.

The Chief Minister’s initiative indicates that the Haryana government is determined to present a budget that not only meets the current requirements but also prepares the state for future challenges. This approach of involving all stakeholders in the budget-making process demonstrates the government’s commitment to creating an inclusive and progressive Haryana.
