Haryana Assembly Winter Session Highlights: Eight Bills Introduced, Tributes Paid, Key Announcements on Water, Roads, Health, Education and Social Welfare

Chandigarh, December 18 — The Winter Session of the Haryana Vidhan Sabha witnessed extensive legislative, administrative and policy-related deliberations on its first day, marked by the introduction of eight important Bills, the passage of a unanimous resolution commemorating the 350th martyrdom anniversary of Sri Guru Tegh Bahadur Ji, tributes to eminent personalities and martyrs, and detailed replies by ministers on issues ranging from drinking water, infrastructure, health, education, flood damage and rural development.

During the session, the government introduced eight Bills, including amendments related to major religious institutions and civic governance. These comprised the Haryana Shri Mata Mansa Devi Shrine (Amendment) Bill, 2025, Haryana Shri Mata Sheetla Devi Shrine (Amendment) Bill, 2025, Haryana Shri Mata Bhimeshwari Devi Temple (Ashram), Beri Shrine (Amendment) Bill, 2025, Haryana International Gita Jayanti Fair Authority (Amendment) Bill, 2025, Haryana Shri Kapal Mochan, Shri Badri Narayan, Shri Mantra Devi and Shri Kedarnath Shrines (Amendment) Bill, 2025, the Haryana Municipal Corporation (Amendment) Bill, 2025, the Haryana Panchayati Raj (Second Amendment) Bill, 2025, and the Haryana Municipal Bodies Bill, 2025.

At the beginning of the session, the House paid solemn tributes to eminent personalities, former Governors, former ministers, public representatives and 26 brave soldiers from Haryana who laid down their lives in the service of the nation. Chief Minister Nayab Singh Saini, Speaker Harvinder Kalyan, Leader of Opposition Bhupinder Singh Hooda and senior leader Aditya Devi Lal read out condolence resolutions. Members of the House observed a two-minute silence in memory of the departed souls. Condolences were also expressed on the demise of close relatives of several ministers and legislators.

A major highlight of the session was the unanimous passage of a resolution marking the 350th martyrdom anniversary of Sri Guru Tegh Bahadur Ji. The House expressed gratitude to social, religious and civic organisations for the successful organisation of commemorative events across the state and also thanked Prime Minister Narendra Modi for participating in the historic programme at Jyotisar, Kurukshetra. Chief Minister Nayab Singh Saini described Sri Guru Tegh Bahadur Ji’s sacrifice as a symbol of India’s civilisational values of truth, courage and protection of human dignity. He detailed the statewide initiatives, including four grand yatras covering over 500 villages, blood donation camps, essay competitions involving over 3.5 lakh students, national seminars, memorial naming initiatives, forest development projects, and cultural events that collectively turned the martyrdom year into a mass movement of social harmony and historical consciousness.

Several ministers responded to questions related to public welfare and development. Public Health Engineering Minister Ranbir Gangwa informed the House that proposals were under consideration to enhance canal-based drinking water supply in multiple regions, including Asandh and Ganaur constituencies, due to falling groundwater levels. Surveys are underway for canal-based schemes and rainwell projects, with DPRs to be prepared based on feasibility. In Rohtak, proposals are being examined to transfer over 31 acres of land for additional raw water storage, potentially increasing storage capacity by over 400 million litres. The revival of an industrial waterworks in Rohtak is expected by March 2026, while new reinforced cement concrete tanks and pumping stations are also planned.

Addressing infrastructure damage caused by floods, PWD Minister Ranbir Gangwa stated that administrative approvals worth several crores had been granted for the reconstruction and repair of roads in affected areas, including the Guhla-Bhattia road and multiple rural link roads. Most of the works are in progress and are scheduled for completion between March and May 2026. He also clarified that there is currently no proposal to four-lane the Kaithal bus stand to Titaram Mor road, and that an underpass proposal near Uranai village on NH-152 is under consideration by NHAI.

Health Minister Aarti Singh Rao informed the House that construction of a 100-bed Mother and Child Hospital at Panipat Civil Hospital is likely to be completed by December 31, 2025, at an estimated cost of over Rs 62 crore. The facility will offer comprehensive maternal and child healthcare services, including NICU and emergency care. She also announced that a new TB hospital building will be constructed in Hisar, with drawings currently under preparation.

Education Minister Mahipal Dhanda shared updates on school infrastructure projects across Rewari and Ambala districts. Funds have been released for new laboratories, classrooms and repairs, while stalled projects will be re-tendered after cost reassessment. He also provided details on data collection under the U-DISE portal and plans for constructing new school buildings where land and funds have already been approved.

Social Justice and Empowerment Minister Krishna Kumar Bedi clarified that no new policy is under consideration for disposal of flood-deposited sand beyond the one-time measure notified in July 2023. He informed the House that over Rs 5.16 crore has been allocated as compensation to flood-affected farmers in Kurukshetra district and assured that any pending claims would be resolved after verification.

Cooperation Minister Dr Arvind Sharma emphasised that cooperatives are a powerful instrument for social justice and rural empowerment. He credited the state leadership for strengthening cooperative institutions, increasing transparency and providing relief to farmers, including interest waiver on PACS loans. He also raised the long-pending demand for granting district status to Gohana, citing administrative convenience for residents.

Adding a lighter political moment, Energy Minister Anil Vij congratulated Bhupinder Singh Hooda on becoming the Leader of Opposition, remarking on political perseverance and resolve.

Overall, the first day of the Haryana Assembly’s Winter Session reflected a blend of legislative action, remembrance, cultural unity and focused governance, with the government outlining clear commitments toward infrastructure development, water security, healthcare expansion, educational improvement and farmer welfare across the state.
