Schools in Himachal Allowed to Hold Annual Functions After Revised Directive

In an administrative development with political and educational implications, the Directorate of School Education in Himachal Pradesh revised its earlier directive barring annual school functions in December, allowing such events to continue until December 31, subject to compliance explanations.

The decision came after complaints from parents, teachers and school managements that the initial prohibition on functions — issued due to non-compliance with certain guidelines — was affecting school culture and student morale during the academic year’s end.

Under the revised guideline, schools may hold annual day celebrations, cultural events and academic exhibitions, provided they explain delays in scheduling and ensure alignment with safety and procedural norms. The adjustment reflects responsiveness to stakeholder feedback and an understanding of schools’ efforts to complete academic calendars.

Education advocates welcomed the revised order, saying that annual functions help build student confidence, community participation and cultural engagement across districts. Critics had earlier warned that the blanket ban could dampen school spirit and limit opportunities for student recognition.

Administrators clarified that the requirement for explanations targets accountability while providing flexibility, particularly for remote and hill-region schools where weather conditions and logistics often affect scheduling.

Political stakeholders also responded to the development, with local representatives highlighting the need for policy decisions informed by on-ground realities, including geographic challenges, community expectations and educational priorities.

This revised directive is seen as a pragmatic compromise between regulatory enforcement and community sentiment, reflecting Himachal’s complex interplay between policy, administration and socio-cultural dynamics in the education sector.
