Sukhu Government Pushes Farmer-Centric Reforms, State Farmers Commission Bill Passed



Shimla: In a significant policy move aimed at strengthening the agricultural sector, the Himachal Pradesh Assembly passed the State Farmers Commission Bill on the final day of its budget session. The legislation is being seen as a key step by the Sukhvinder Singh Sukhu-led government to address long-standing challenges faced by farmers in the hill state.

The proposed commission will act as a dedicated advisory body to the government, focusing on improving agricultural productivity, enhancing farmers’ income, and ensuring better access to markets and institutional support. It will also review policies and recommend reforms tailored to the unique geographical and climatic conditions of Himachal Pradesh.

Agriculture Minister Chander Kumar, while presenting the bill, highlighted the growing challenges in the sector, including shrinking landholdings, fluctuating market prices, and the impact of climate variability. He stated that the commission would provide data-driven recommendations and practical solutions to address these issues effectively.

According to the provisions of the bill, the commission will be headed by a chairperson with significant experience in agriculture or allied sectors, supported by both official and non-official members. The structure is designed to ensure a balanced representation of expertise and grassroots perspectives.

The commission’s mandate will extend beyond traditional farming concerns. It will also examine allied sectors such as horticulture, animal husbandry, and agro-based industries, thereby adopting a holistic approach to rural development. The government expects that such an integrated framework will help create sustainable livelihood opportunities in rural areas.

During the Assembly discussions, members across party lines acknowledged the need for institutional support for farmers. While some opposition members suggested improvements in the composition and functioning of the commission, there was broad consensus on its necessity.

The initiative is part of the state government’s broader strategy to revitalize the rural economy. By focusing on value addition, market linkages, and policy innovation, the commission is expected to play a pivotal role in transforming agriculture into a more resilient and profitable sector.
