In a high-level review meeting held in Chandigarh on July 29, Haryana Chief Minister Nayab Singh Saini directed administrative departments to accelerate the implementation of key development projects and fulfill pending announcements made since 2014. Chairing the meeting focused on reviewing progress across departments, the Chief Minister underlined the urgency of ensuring inclusive infrastructure, sustainable animal welfare, and robust agricultural reform, while also reaffirming the state’s commitment to Prime Minister Narendra Modi’s ‘River Interlinking Mission.’

Chief Minister Saini said that considering the rising population of Haryana, a fresh assessment must be conducted across the state to identify where new fire stations are required. He emphasized that population density and urban expansion call for a strategic placement of fire stations to ensure quick response times and public safety. The Chief Minister noted that such infrastructural improvements are essential for strengthening disaster response capabilities across all regions of the state.

Addressing the needs of remote and hilly regions like Morni, the Chief Minister reiterated that it is the state government’s fundamental responsibility to provide basic infrastructure such as roads, electricity, and water, even if there is only one household in a remote area. He directed all relevant departments to ensure that no citizen is left behind in the development journey and basic amenities are delivered without delay or discrimination.

One of the key focus areas of the meeting was the issue of stray cattle. The Chief Minister issued a directive to the Animal Husbandry and Dairying Department to collaborate closely with the Urban Local Bodies Department and the Cow Service Commission in a mission-mode operation aimed at making Haryana free of stray cattle within the next two months. He insisted that all stray cattle be relocated from roads and public places to registered cow shelters (gaushalas) within the stipulated time frame. This campaign, he said, would reflect the government’s compassion for animal welfare and dedication to road safety and cleanliness in urban and rural spaces alike.

Reviewing the Animal Husbandry Department’s performance, Chief Minister Saini acknowledged that nandishalas (bull shelters) had already been established in Panchkula, Panipat, and Hisar. He instructed the department to expedite the setting up of nandishalas in the remaining districts and to explore the possibility of establishing them through Corporate Social Responsibility (CSR) initiatives. Additionally, he called for the establishment of veterinary clinics at all existing nandishalas, with provision for visiting veterinary doctors to ensure timely care for the animals housed there.

The Chief Minister also directed the Irrigation and Water Resources Department to fast-track the implementation of its development works with high quality standards so that the public begins to reap the benefits without unnecessary delays. He specifically instructed the department to begin a feasibility survey to bring water from the Yamuna River via channels to the Kalesar region and other areas including Panchkula. This project would be a significant contribution to the national initiative for interlinking rivers and would optimize the usage of available water resources for agricultural and domestic needs.

Focusing on the agriculture sector, Chief Minister Saini stressed the importance of transparent execution of all subsidy-based schemes under the Agriculture and Farmers’ Welfare Department. He instructed officials to ensure that databases related to these schemes are updated regularly to prevent leakages and ensure fair benefits to genuine farmers. The Chief Minister also proposed that the department, in collaboration with agricultural scientists, prepare a special strategy for the development of high-quality seeds. This move would help boost productivity and income for farmers across the state.

Simultaneously, the Chief Minister urged the Horticulture Department to vigorously implement its current year’s action plan and actively link Farmer Producer Organizations (FPOs) to the horticulture movement in the state. Technical guidance and support, he said, must be made available to ensure that farmers find horticulture a viable and profitable alternative to traditional cropping patterns.

During the meeting, the Chief Minister conducted a department-wise review of all declarations made since 2014 and instructed concerned officials to expedite the execution of all pending announcements. He emphasized that promises made to the public must translate into real action on the ground to sustain the credibility of the administration and strengthen citizen trust.

The meeting was attended by top-level officers including Principal Secretary to CM Arun Kumar Gupta, Additional Chief Secretary of the Health Department Sudhir Rajpal, Additional Chief Secretary of the Revenue Department Dr. Sumita Mishra, Additional Chief Secretary of the Environment Department Anand Mohan Sharan, Additional Chief Secretary of Higher Education Vineet Garg, Additional Chief Secretary of Public Works Department Anurag Aggarwal, Additional Chief Secretary of Services Department G. Anupama, Additional Chief Secretary of Energy Department Apoorva Kumar Singh, Additional Principal Secretary to CM Dr. Saket Kumar, and several other senior officials including Commissioner and Secretary of the Agriculture and Farmers’ Welfare Department Pankaj Agarwal and Commissioner and Secretary of the Urban Local Bodies Department Vikas Gupta.

This comprehensive and proactive review meeting reflects the government’s intention to blend social responsibility with policy efficiency, ensuring that Haryana’s development is both inclusive and sustainable. From safeguarding stray cattle to bringing clean water and fire services to every corner of the state, the state government under Chief Minister Nayab Singh Saini has signaled a serious push toward realizing citizen-centric governance and responsive administration.
