Quality healthcare for every citizen is top priority: Haryana Chief Minister

Haryana Chief Minister Nayab Singh Saini has reaffirmed that ensuring access to quality healthcare for every citizen, especially the last person in society, remains the state government’s highest priority. He was addressing representatives from the health sector during the second session of a pre-budget consultation meeting held in Surajkund, Faridabad, as part of preparations for the state budget for the financial year 2026–27.

Interacting with doctors, hospital representatives, medical associations and health administrators, the Chief Minister said that healthcare is not just a service but a fundamental responsibility of the government. He described every resident of Haryana as part of his extended family and said protecting the health of this family was his foremost duty. He stressed that welfare schemes related to health must not remain limited to files and announcements, but should be implemented effectively on the ground so that their benefits reach those who need them the most.

The Chief Minister said the pre-budget dialogue with the health sector was given special importance this year because a strong healthcare system is the foundation of a healthy and productive society. He added that the suggestions shared during the meeting would help shape policies that are practical, inclusive and future-ready. He also underlined that the state budget would reflect the collective aspirations of the people rather than being confined to government planning alone.

Referring to the national vision of a developed India by 2047, Nayab Singh Saini said Haryana would play a key role as a growth engine in achieving this goal. He recalled that Haryana’s Vision Document 2047 was recently launched, outlining a roadmap for long-term development. The Chief Minister, who also holds the finance portfolio, said that inputs from all sections of society were being gathered to make the upcoming budget more responsive and people-centric.

Highlighting the government’s commitment to strengthening the health sector, the Chief Minister said that the previous year saw an increase of nearly nine percent in the health budget. He added that the government is now working towards achieving a double-digit growth in health sector allocation in the next budget. This increased investment, he said, would be used to strengthen health infrastructure, expand human resources and improve the quality and reach of medical services across the state.

Sharing details of ongoing initiatives, the Chief Minister informed that more than Rs 6,700 crore has already been spent on healthcare provisions in the current financial year. He said that free dialysis facilities are now available in all district hospitals, fulfilling an important commitment made to the public. Advanced diagnostic services such as CT scans, MRI, ultrasound, digital X-ray and blood analysers have also been made available at district hospitals to reduce the need for patients to travel long distances for treatment.

He further said that district hospitals have been upgraded with private rooms, while day-care cancer centres are being established to provide specialised treatment closer to home. Critical care blocks with 50 beds each are being developed in all district hospitals and government medical colleges to improve emergency and intensive care services. In addition, all blood banks in the state are being modernised to ensure safe, quick and reliable blood supply during emergencies.

The Chief Minister emphasised that good governance in healthcare means treating health as a right rather than a privilege. He said the government’s focus is not only on building infrastructure but also on ensuring timely services, trained manpower and patient-friendly systems. He assured health sector representatives that their concerns and suggestions would be carefully examined while finalising the budget.

Encouraging wider participation, Nayab Singh Saini urged stakeholders to submit additional suggestions over the next few days, including through digital platforms and chat-based systems introduced by the government. He said that those whose suggestions are incorporated into the budget proposals would be invited to the state विधानसभा to witness the budget speech, as a mark of respect for their contribution.

The meeting was attended by senior ministers, legislators, top government officials and representatives from leading hospitals, medical associations and healthcare institutions. The interaction reflected the state government’s intent to build a stronger, more inclusive and accessible healthcare system, aligned with Haryana’s long-term development goals and the needs of its people.
