Shimla: The Himachal Pradesh Government has appointed 2016-batch IAS officer Rahul Kumar as the new Managing Director of the Himachal Road Transport Corporation (HRTC), marking an administrative change in the leadership of the state’s public transport undertaking.
Rahul Kumar, who was serving as Deputy Commissioner of Bilaspur, has been transferred to HRTC headquarters in Shimla with immediate effect. He succeeds IAS officer Shivam Pratap Singh (2017 batch), who was holding the charge of Managing Director. The appointment was part of an administrative reshuffle involving four IAS officers, ordered by the state government on October 24, 2026.
His appointment comes at a time when HRTC continues to play a vital role in connecting Himachal Pradesh’s towns, villages and remote mountain settlements. The corporation operates an extensive public transport network, making its functioning particularly important for residents who depend on bus services for education, healthcare, employment and other essential needs.
Rahul Kumar’s administrative experience, including his tenure as Deputy Commissioner of Bilaspur, will be relevant as he assumes responsibility for the corporation’s management and operations. Key areas requiring continued attention include service reliability, fleet modernisation, passenger convenience, financial sustainability and improved connectivity in remote areas.
His appointment has also drawn a message of welcome and best wishes, with expectations that his leadership will help HRTC strengthen its services and achieve new milestones in operational efficiency and public service.
