Himachal Cabinet Approves Regularisation of Contractual Employees, Major Boost to Health, EV Infrastructure, and State Revenue
Shimla, April 6, 2025 — In a significant pro-employee move, the Himachal Pradesh Government has announced the regularisation of services for contractual, daily-wage, and contingent workers who have completed specific service tenures as of March 31, 2025. The decision was taken during a Cabinet meeting chaired by Chief Minister Sukhvinder Singh Sukhu.
Contractual and Daily-Wage Workers to Benefit
The Cabinet has approved:

Regularisation of contractual employees who have completed two years of continuous service.

Regularisation of daily-wage and contingent paid workers who have served four years continuously.
This decision is expected to benefit thousands of workers across the state and strengthen the government workforce.
Interim Contract for Hotel Wildflower Hall Finalised
To prevent deterioration of state-owned properties, the Cabinet approved entering into a management service contract with East India Hotels Ltd for the interim operation of Hotel Wildflower Hall, Mashobra. The move ensures a monthly revenue of Rs 1.77 crore for the state until a permanent operator is chosen via competitive e-auction or bidding.
Focus on Health Infrastructure and Free Diagnostic Services
The Cabinet accepted recommendations from the Rogi Kalyan Samiti sub-committee, headed by Health Minister Dhani Ram Shandil, for:

Establishing high-tech laboratories in all government medical colleges.

Free diagnostic services, including 133 lab tests and X-rays, for orphans, widows and their children, Ekal Nari, and destitute women.

The number of beneficiary categories for free diagnostic services has increased from 11 to 14.
