The Election Commission of Himachal Pradesh on Tuesday announced the schedule for elections to urban local bodies and municipal corporations, setting the stage for civic polls across the state. However, the much-awaited announcement for panchayat elections has been deferred, with officials indicating that a decision is likely within the coming week.
Addressing the media in Shimla, the Commission clarified that the delay in announcing panchayat polls is linked to ongoing legal proceedings. The reservation roster for पंचायत elections has been challenged, and the matter is currently under consideration before the Himachal Pradesh High Court. During a recent hearing, the court sought a response from the state government, with the next hearing scheduled for May 11.
Sources indicate that the legal uncertainty surrounding the reservation framework has prompted the Commission to exercise caution before declaring dates for rural body elections. Despite the delay, there is no immediate constitutional crisis, as the Supreme Court of India has directed that panchayat elections be conducted before May 31, leaving the Commission with a window of around 40 days to complete the प्रक्रिया.
Another key factor influencing the timeline is the finalisation of electoral rolls. The updated voter list for Panchayati Raj institutions is expected to be published on April 27, after which the formal announcement of elections is likely. Himachal Pradesh has nearly 3,600 पंचायतें, making the exercise a significant administrative undertaking.
Meanwhile, the Commission dismissed concerns of any overlap between urban and rural polls. State Election Commissioner D C Khachi stated that there is no legal बाधा or court-imposed stay affecting the conduct of municipal elections. He emphasized that the elections will be conducted based on the state’s electoral rolls and that all necessary preparations are underway to ensure a smooth and transparent process.
With the model code of conduct now in force for urban bodies, political activity is expected to intensify across towns and cities. At the same time, attention remains focused on the upcoming court hearing and the Commission’s next move regarding पंचायत elections, which are crucial for grassroots governance in the hill state.
