Himachal Pradesh Earns National Recognition for “Him Parivar” Digital Governance Model at Deloitte’s Ārohaṇa 2025

Himachal Pradesh has emerged as a national frontrunner in digital governance, earning special recognition at Ārohaṇa (आरोहण) 2025, Deloitte’s flagship government summit, for its visionary and transformative initiative — the Him Parivar Project. The recognition highlights the state’s growing reputation for leveraging technology to build a transparent, efficient, and citizen-centric governance framework.



Chief Minister of Himachal Pradesh, Sukhvinder Singh Sukhu, participated in the high-profile summit and delivered the Plenary Leadership Lecture, where he outlined the state government’s strategic approach to digital transformation. Addressing policymakers, administrators, and technology leaders from across the country, the Chief Minister emphasized that digital innovation has become a cornerstone of Himachal Pradesh’s governance reforms.

Describing Him Parivar as a “game changer” in public administration, the Chief Minister explained that the project is designed to integrate data across multiple government departments onto a unified digital platform. This integration enables accurate identification of beneficiaries, targeted delivery of welfare schemes, elimination of duplication, and removal of ineligible beneficiaries from government programmes. According to him, the initiative has not only strengthened transparency but has also ensured better financial discipline and data-driven policy planning.

The Him Parivar Project focuses on building a comprehensive family database, allowing the government to understand socio-economic conditions at the household level. This approach has significantly improved the effectiveness of welfare schemes by ensuring that benefits reach the genuinely deserving sections of society, particularly in a geographically challenging state like Himachal Pradesh.

During his address, Chief Minister Sukhu also showcased other key digital initiatives that complement the Him Parivar ecosystem. Among them is HimAccess, the state’s single sign-on digital identity platform, which allows citizens to securely access multiple government services through one unified login. Another major initiative, HimSeva, serves as a centralized service delivery portal offering hundreds of government services online, reducing the need for physical visits to offices and cutting down procedural delays.

The Chief Minister underlined that these digital platforms are especially beneficial for citizens living in remote and hilly regions, where access to government offices has traditionally been difficult. By bringing services directly to people’s fingertips, the state aims to make governance simpler, faster, and more inclusive.

Holding the Information Technology portfolio himself, Chief Minister Sukhu credited the Department of Digital Technology and Governance (DTG) for driving Himachal Pradesh’s digital transformation agenda. He praised the department for translating policy vision into scalable and impactful digital solutions. Special appreciation was extended to Gokul Butail, Principal Advisor (DTG and Innovation) to the Chief Minister, for his strategic leadership, and to Dr. Nipun Jindal, Director, DDTG, along with his team, for their sustained efforts in operationalizing the state’s ambitious digital initiatives.

The recognition at Ārohaṇa 2025 places Himachal Pradesh among the leading states adopting technology-led governance reforms. It reflects the state’s commitment to building a secure, transparent, and future-ready digital ecosystem that prioritizes citizen welfare and administrative efficiency.

As digital governance becomes a key benchmark for effective administration in India, Himachal Pradesh’s Him Parivar Project stands out as a replicable model for other states.
